The Licensing and Regulation Division (LRD) is responsible for the regulation of firearms, private security and weapon industries. It is responsible for issuing, renewing and enforcing compliance of these licenses across Victoria.
About the role:
We are seeking an experienced and motivated Senior Divisional Manager to lead multiple teams in a complex regulatory environment. This role oversees the delivery of firearm, private security and control of weapons licensing and permit functions, customer service and high volume administrative and data management activities. With a focus on accountability and continuous improvement, this position plays a key role in balancing community and industry expectations, legislative obligations, change management, and long-term strategic outcomes.

With an engaging, collaborative and authentic leadership style, you build trust, create clarity and strengthen capability. Your duties will include:
- Lead and manage teams responsible for the assessment and processing of firearm, private security and control of weapons licences, permits and regulatory applications.
- Develop and maintain effective relationships and strategic networks with key internal and external stakeholders, client groups and industry leaders to share information, identify on-going and emerging and issues and trends and provide high level advice to diverse audiences.
- Provide practical advice to leadership balancing operational realities, workforce capability, governance, and customer experience outcomes.
- Provide advice to assist in the response to emerging ministerial and executive priorities in a fast-moving environment
- Champion the employee experience by understanding the impact of the transformation on employees and minimizing disruption.
- Ensure learning, capability, and people initiatives are delivered with strong governance, risk management, and continuous improvement aligned to organisational priorities.
- Contribute to organisational learning and continuous improvement in regulatory practices.
- Undertake other reasonable duties consistent with the classification as directed
About You:
The successful candidate will ideally have the following skills and experience:
- Leadership and management capability with experience driving team performance and fostering a positive, inclusive culture in a procedural and service focused environment.
- Proven experience leading large teams in an organisation undergoing transformation or modernisation initiatives.
- Strong knowledge of legislative compliance and regulatory frameworks
- Experience translating organisational vision and strategy into meaningful outcomes and deliverables for teams
- Highly developed mediation, negotiation, communication and problem-solving skills
- Strong strategic thinking skills, with the ability to navigate ambiguity and synthesise complex, multi-source information into clear insights and actions.
- A track record of confidently challenging the status quo and making sound, evidence-based decisions in complex environments
- A collaborative mindset and genuine commitment to community impact
Further Information:
- One (1) x full-time, fixed term position available to 30 June 2028.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
