The Riverina Redevelopment Joint Venture is a 50/50 joint venture between CPB Contractors and Downer to undertake major upgrades and replacement of existing infrastructure and facilities to support Defence capability for the next 30 years.
The proposed project consists of a program of works across three Department of Defence establishments including:
- Albury Wodonga Military Area (including North, South & East Bandiana, Latchford Barracks, Wirlinga)
- Blamey Barracks (Kapooka)
RAAF Base Wagga

- Construction of new messing and living in accommodation
- Construction of new training facilities
- Refurbishment and upgrading of existing buildings

The opportunity
We currently have an opportunity for an experienced Quality Manager to support the delivery of the Riverina Redevelopment Joint Venture’s major Defence Base infrastructure upgrades. This role will lead the implementation and continuous improvement of the Quality Management System, manage audit and assurance activities, and drive a strong culture of quality and compliance across site operations.
Working closely with project teams, the successful candidate will ensure quality requirements are consistently met across this complex, multi‑site program.
What you’ll do
Lead and continuously improve the RRJV Quality Management System across the three projects
Mentor and support the quality leads and document control teams across the three projects
Be actively visible on site at both Wagga Wagga and Albury – note permanent office will be located in Wagga Wagga
Plan, manage and deliver internal and external audits, including close‑out of findings
Drive a strong quality and compliance culture through coaching, mentoring and collaboration
Develop, implement and maintain project quality plans, processes and documentation
Look to continually improve systems to support the 3 projects whilst maintaining continuity and consistency of delivery
Partner with construction, engineering and commercial teams to embed quality in delivery
Delivery a quality training program across the RRJV and subcontractors to ensure knowledge and compliance with systems to delivery a quality product for the Department of Defence
What you’ll bring
Proven experience in construction quality management
Proven ability to set up quality management systems including auditing of compliance
Strong knowledge and practical application of ISO 9001 and integrated management systems
Experience leading and developing teams, with the ability to drive performance and accountability
Demonstrated expertise in quality systems, assurance, and audit processes, including Lead Auditor capability
Proven ability to implement standards, manage risk, and drive continuous improvement initiatives
Excellent stakeholder engagement and communication skills, with confidence working across project teams, clients, and senior leadership
Sound understanding of Health, Safety and Environment legislation and compliance requirements
Relevant tertiary qualification in Engineering, or trade background with significant industry experience
Demonstrated experience in delivering training programs to project personnel to embed quality standards and principles
Strong delivery experience with emphasis on engaging with project teams in face to face collaborative environments providing your knowledge and guidance to the project teams and subcontractors.
This role is based on site at Blamey Barracks Kapooka, Wagga Wagga. Relocation assistance is available for the successful candidate. This is not a DIDO or FIFO role, applicants must be willing to relocate if required, be an Australian citizen and willing to obtain a security clearance. The role will require travel to the Albury Wodonga Military Area sites also.
