Principal Strategy Lead
Grade: 11/12
Salary range: $149,739-$173,174 + superannuation and leave loading
Duration: temporary full time role for up to 24 months
Location: Hybrid with an in-office requirement 2 days a week in Sydney, McKell. This may be subject to change in line with DCS workplace policies
Lead the development of major investment cases that shape critical public safety capability in NSW.
We are seeking a highly experienced strategy leader to drive the development of complex, assurance‑ready business cases and investment submissions for large‑scale transformation programs, including Public Safety Mobile Broadband (PSMB).
About the team
This role sits within the Program Delivery team in the NSW Telco Authority.
The role operates at the intersection of strategy, finance, procurement and delivery, providing expert advice and leading the development of business cases that meet Treasury, Finance Committee and governance requirements while aligning to broader government priorities

Your responsibilities will include

Leading the development of end‑to‑end business cases for complex transformation programs, including case for change, strategic alignment, options analysis and articulation of public value

Producing Treasury‑ready, assurance‑ready investment submissions that meet Finance Committee and governance requirements

Translating policy, service and operational needs into clear, structured strategic and investment documentation

Providing expert strategic advice to senior executives to support evidence‑based decision‑making and prioritisation

Working closely with finance, procurement and delivery teams to develop, challenge and refine investment proposals

Establishing and maintaining strong governance, assurance and reporting frameworks for investment and strategic initiatives

Leading stakeholder engagement across government, including central agencies, to ensure alignment and successful progression of submissions

To be successful in this role you will have

Demonstrated experience producing Treasury‑ready, assurance‑ready business cases that have successfully met Finance Committee and governance requirements

Proven ownership of end‑to‑end government business case delivery for complex transformation programs

Strong experience developing submissions that include case for change, options analysis, strategic alignment and public value outcomes

Hands‑on experience engaging with executives, finance and procurement functions to develop, challenge and finalise investment submissions

The ability to operate confidently in high‑visibility environments, providing clear strategic advice and influencing senior stakeholders
Desirable:
-
Experience in mission‑critical, public safety, telecommunications or infrastructure programs

Experience working within Treasury or central agency assurance processes
A talent pool may be created from this recruitment action for future temporary or ongoing vacancies in roles with similar capability requirements.
This role may require additional enhanced security vetting.

We work with emergency services and telecommunications carriers to protect communications assets during emergencies and natural disasters.
