Holmesglen’s Early Childhood Education Department, within the Faculty of Education and Foundation Studies, offers nationally accredited VET and Higher Education programs. Focused on innovation and industry relevance, the department equips students with the skills required for success in early childhood education, delivered through flexible, contemporary learning models.
The department maintains strong partnerships with industry, government, and community organisations to ensure its offerings remain responsive to workforce demands and aligned with sector expectations. Through a focus on student outcomes, educational leadership, and strategic engagement, the department plays a critical role in preparing future educators who will contribute meaningfully to the early years profession.
The Education Manager – Project Manager TECP provides educational leadership, project coordination and operational support to ensure the effective planning, development, implementation and quality assurance of project initiatives and training programs across the department in line with the requirements of the Victorian TECP(TAFE Early Childhood Partnership) program government grant. The role contributes to strategic planning, operational management and business development activities to ensure departmental service targets, grant deliverables and contractual obligations are achieved.
Working closely with the Head of Department, the Education Manager – Project Manager TECP supports compliance with Australian Skills Quality Authority (ASQA) standards and funding requirements by implementing and monitoring compliance processes, overseeing faculty data, and liaising with Education Managers and senior education staff to ensure consistency, quality and continuous improvement in project outcomes.
The role oversees and coordinates a range of project initiatives including the Learner Success Hub, Digital Access Program, Trainer Capability Development, Sector Partnership, and Placement and Peer Pathway Support, while also ensuring alignment with Institute policies, regulatory requirements and stakeholder expectations.
As an Education Manager, you will:

Oversee the development, delivery, and continuous improvement of project initiatives.

Liaise directly with Instructional designers to design and develop digital and physical materials for the workplace mentoring program.

Collaborate with key stakeholders fostering productive relationships with Early Childhood services and relevant Institute teaching staff. This may include facilitation of meetings of Early Childhood and Education staff and early childhood representatives as required to provide information about the program, as well as regular updates and success against project initiatives.

Track learner progress and implement support strategies to improve retention and completion as part of the TECP project.

Monitor industry trends, employer feedback, and market conditions to ensure project objectives remain current, competitive, and financially viable within the set budget.
To be successful, you’ll have:

An approved early childhood education degree, diploma or certificate in a relevant vocational area, or approved equivalent qualifications, at least to the level being delivered and assessed; and

An approved course of adult teacher training accredited at Australian Qualifications Framework (AQF) Level 5 or AQF Level 6 with:

studies in adult learning methodology
-
studies in teaching in a Vocational Education environment
-
studies in Applied Research
-
200 hours of supervised practicum.

Current licenses necessary to practice, or registration and/or membership of a relevant industry association where applicable.
WWCC and Police Check:
Appointment to this position is dependent on obtaining a Victorian ‘employee’ Working with Children Check, and a valid Police Check within the last 12 months.
