Role Overview
Gympie Regional Council has an exciting opportunity for a suitably qualified person to join the Compliance Branch. You will strategically coordinate operations in the Local Laws programme with a focus on continuous improvement to provide a high standard of community amenity, safety and customer service.
Provide specialist advice to other areas of Council, and to customers, and conduct investigations into complex and/or sensitive matters effecting Council. Prepare and present evidence for use in legal proceedings and provide recommendations and advice on enforcement matters. This includes, but is not limited to mentoring others, and leading investigations. It may also include the appropriate taking of evidence, delivering briefs of evidence, production of Show Cause and Enforcement notices, conducting interviews and preparing and presenting evidence in court.
This Coordinator position contributes to the development of programs designed to reduce the risks associated with the discharge of Council’s regulatory obligations.
Essential Knowledge & Skills:
- Formal qualification in law enforcement or statutory compliance (or equivalent field) and a minimum of 5 years’ experience in a regulatory services environment.
- Demonstrated ability in leadership and management of work teams including the ability to build productive working relationships through effective communication techniques.
- Proven ability to implement and foster a continuous improvement and customer service culture within teams.
- Comprehensive knowledge of, and experience in, leading investigations into breaches of legislation.
- A detailed understanding of obtaining evidence, interviewing suspects/witnesses and preparing briefs of evidence for court and the ability to provide timely and accurate advice to Legal Practitioners.
- A comprehensive knowledge of relevant legislation, with proven ability to interpret statutes, policies, regulations and guidelines relating to local government licensing and regulatory compliance in Queensland.
- High level analytical, problem solving and decision-making skills with the proven ability to solve complex problems, negotiate outcomes and effectively manage protracted issues with a customer centric focus.
- The proven ability to provide authoritative written and verbal advice to management, supervisors and subordinate staff.
- Demonstrated experience in appearing in court and presenting evidence in a professional manner.
- Queensland ‘C’ Class driver’s licence that is current and maintained.
Key Responsibilities of the Role:
- Effectively lead and manage a team of local laws professionals and provide mentoring, coaching and continuous learning on relevant enforcement and investigation matters.
- Develop and implement appropriate methodology and apply proven techniques in the delivery and coordination of investigations services to Councils’ customers, including those of a protracted and/or complex and/or sensitive nature.
- Lead and contribute to effective delivery and review of investigations.
- Lead and contribute to investigations and enforcement projects as directed for other internal stakeholders.
- Lead and role model customer focused behaviors by treating all internal and external customers with honesty, fairness, sensitivity and dignity and planning for customer implications before reacting.
- Contribute to the delivery of the endorsed objectives and targets for the section as outlined in the Corporate Plan and Operational Plan.
- Provide quality and timely delivery of reports including briefing notes and investigation reports.
- Develop, implement and review policy, procedure and business improvement strategies in accordance with legislative requirements, and assess ongoing operations to determine effectiveness.
- Liaise with stakeholders and colleagues regarding legal advice and preparation of relevant documents, while being able to work autonomously.
- Prepare budget submissions for the branch for review by senior officers and Council.
