Primary objective
The Assistant Director provides expert and strategic advice and supports the operational management of the Water
Regulation Branch responsible for managing the regulatory framework and supports the Controller of Water Resources in
performing their statutory functions.
Context statement
The Water Resource Division is responsible for managing the regulatory framework to manage the Northern Territory’s
water resources and supports the Controller of Water Resources in performing their statutory functions.
Key duties and responsibilities
1. Assist the Director Water Regulation by leading the day-to-day operation of the Water Regulation Branch including
supporting the Manager Water Regulation and Manager Water Licensing in coordinating resources to successfully
deliver water licensing and regulation services.
2. Support the timely processing of complex and novel water licence decisions through cross functional briefings with
Water Resources leadership team and reviewing written regulatory decisions.
3. Deliver routine briefings with the Controller of Water Resources on regulatory decisions and provide timely high-level
advice to the Controller, Chief Executive and senior management on the processing of licence applications and
regulatory decisions.
4. Form and maintain strong collaborative partnerships with wide range key internal and external stakeholders to support
engagement activities relating to water licensing and regulation.
5. Develop, review and improve governance arrangements, processes and procedures to progress outcomes and reporting
against divisional objectives.
Selection criteria
Essential
1. Proven high-level of knowledge of water resource management and substantial experience in the administration of
water resource legislation in a Northern Territory context demonstrating results in strong defensible regulatory
decisions.
2. Demonstrated experience in managing individual and team performance through effective planning, prioritising and
allocation of resources in a complex and evolving environment.
3. Superior written and interpersonal communication skills demonstrating cooperation within and between teams and to
effectively engage with a range of stakeholders and negotiate complex and contested issues with a diverse group of
stakeholders.
4. Demonstrated resilience when working in highly sensitive environments and maintains effective performance level.
5. Demonstrated ability and willingness to drive and support continuous improvement.
Desirable
1. A degree in discipline relevant to the position (e.g. science or law) from a recognised Australian tertiary institution.
2. Understanding and appreciation of the wider environmental, social, and economic policies, priorities, and developments
at the Territory and national levels as they relate to water licensing and regulation.
