Role Summary:
DevelopmentWA is seeking an experienced Finance Business Partnering Manager to lead a high-performing team of Senior Finance Business Partners and Finance Business Partners, supporting a diverse project portfolio.
In this role, you will partner closely with the business to deliver strategic financial insights, robust project analysis and forward-looking advice that drives informed decision-making and optimises performance. You will oversee project accounting, planning, forecasting and reporting across DevelopmentWA’s operations, including the Metropolitan Redevelopment Authority and Western Australian Land Authority.
Reporting to the Head of Finance and Procurement, you will be a key member of the finance leadership team and a trusted adviser to the business. As a senior leader within the function, you will help shape financial strategy, influence major business decisions and drive the delivery of critical finance outcomes across DevelopmentWA.
As a key link between Finance and Operations, you will influence senior stakeholders, strengthen financial governance and lead initiatives that enhance financial outcomes and long-term value.
Key responsibilities and accountabilities include:

Lead and support a team of Finance Business Partners, delivering strategic financial advice across a complex project portfolio while providing leadership across the broader finance function and supporting the Head of Finance and Procurement on key initiatives.

Oversee project accounting, ensuring compliance with accounting standards and effective management of inventory, joint ventures and funding arrangements.

Provide oversight and challenge of project budgeting, forecasting and long-term financial planning, ensuring risks and opportunities are appropriately captured and reported.

Partner with senior stakeholders to drive informed decision-making and optimise project and program performance.

Monitor financial performance across projects, including costs, revenue, risks and profitability, ensuring alignment with approved budgets and business cases.

Provide commercial analysis and advice on project investments, funding requests and lifecycle performance.

Deliver clear, timely reporting and insights to senior leadership, including variance analysis and forward-looking recommendations.

Lead quarterly project reviews, identifying risks and opportunities and driving improved financial outcomes.

Strengthen financial governance, systems and processes, and support audit and reporting requirements.

Build strong relationships across the organisation and with external stakeholders, translating complex financial data into actionable insights.
About you:
-
Degree qualified Chartered Accountant (CA) or Certified Practicing Accountant (CPA) with extensive experience in progressively financial leadership roles.

Proven experience leading and developing high-performing teams, with deep expertise in project accounting, financial analysis and project reviews.

Strong technical knowledge of accounting principles (GAAP/IFRS), Australian Accounting Standards and relevant regulatory requirements.

Knowledge of, or ability to quickly develop expertise in, public sector financial frameworks, including Treasurer’s Instructions and the Financial Administration Bookcase.

Highly developed analytical and problem-solving skills, with strong attention to detail and the ability to interpret complex financial data and identify key insights.

Excellent organisational skills, with the ability to manage competing priorities and meet tight deadlines.

Advanced proficiency in financial systems and tools, including Excel, ERP systems (e.g. Oracle) and business intelligence platforms (e.g. Power BI).

Strong interpersonal, communication and presentation skills, with the ability to translate complex financial information into clear, actionable insights.

Demonstrated ability to build strong stakeholder relationships, collaborate across teams and influence outcomes at all organisational levels.
