This multi-disciplinary program includes more than 200 projects including the North East Link, removing level crossings, Melbourne Airport Rail Stage 1, new and upgraded hospitals specialist programs such as the early parenting centres expansion and upgrade program and community safety projects including Corrections and Emergency Services.
The unprecedented program of works brings together expert skillsets to deliver crucial health, community safety, and major transport projects, and ensures that operations are streamlined and efficient while delivering better outcomes for Victorians.
Led by the Director-General, VIDA is comprised of the five project offices, VIDA Road, VIDA Metro, VIDA Rail, VIDA Health and VIDA Community Safety.
VIDA is established as an Administration Office under the Public Administration Act 2004 as a specialist organisation.
About this Opportunity
The Commercial Manager will provide high-quality commercial advice and support across procurement, contract management, insurance and policy matters for VIDA Community Safety.
Reporting to the Senior Commercial Manager, work closely with the VIDA Community Safety procurement, legal and project teams to support the delivery of commercial and contractual arrangements across a range of community safety infrastructure projects. This includes emergency services, fire services and correctional facility works.
This is a hands-on commercial role requiring strong judgement, attention to detail and the ability to apply commercial principles across traditional and collaborative procurement models. This role will support the preparation and execution of procurement and contract documents and strategies, including tender documentation, tender evaluations, contract negotiations and contract award processes.
This role will contribute to consistent, transparent and well-governed commercial outcomes by supporting probity, approvals, document preparation and control and risk management processes. In this role you will work collaboratively with VIDA Community Safety Legal and project teams to identify commercial risks and opportunities, develop practical solutions and support continuous improvement across tools, templates and guidance material.
About You
An experienced commercial professional with a strong understanding of public infrastructure or construction project environments. Brings practical experience supporting procurement processes, contract management activities and commercial decision-making across complex projects.
Combines sound commercial judgement with a collaborative and service-focused approach. Comfortable working with project teams, procurement specialists, legal advisers and senior stakeholders to provide clear advice, support effective governance and deliver quality commercial outcomes.
The candidate will be required to work closely with the VIDA Community Safety Legal team, to support the provision of advice on the application of commercial principles in the development, procurement, delivery and advisory functions that VIDA Community Safety is responsible for.
You'll bring:

Experience delivering commercial, procurement and contract management outcomes within infrastructure, construction or other complex project environments.

Understanding of public construction procurement and contracts processes, contract administration, commercial evaluation and government procurement and policy requirements.

Ability to identify commercial risks and opportunities, develop practical solutions and support sound decision-making.

Strong stakeholder engagement skills, with the ability to provide clear advice and work collaboratively across technical, legal, procurement and project teams.

Well-developed written communication skills, including the ability to prepare reports, recommendations, evaluation material and briefing inputs.

A continuous improvement mindset, with the ability to support consistent processes, tools, templates and guidance for project teams.
Key Selection Criteria
-
Experience delivering commercial outcomes on public infrastructure projects
-
Experience in the management of commercial, contractual and financial issues associated with public infrastructure or construction project procurement and delivery environments.

Demonstrated understanding of the development and delivery methodologies appropriate for infrastructure projects under a range of contract types, including experience in preparing tender documents, evaluating tender proposals, negotiating contract terms and conditions and awarding construction contracts and other significant procurement packages.

Demonstrated experience with the implementation of contract management and administration functions, including contract management systems and processes under a range of procurement methodologies.

A strong understanding of the processes of government required to undertake projects with experience in both the public and private sectors, ideally within built infrastructure projects.
Qualifications and Mandatory Requirements
Bachelor (or higher) qualifications in business, law, commerce, economics or an equivalent level of experience (3+ years) within a commercial environment would be highly regarded.
