The Finance Business Partner supports the team in the delivery of business partnering, project accounting and other services to assist the stakeholders with their strategic and operational decision making especially in the areas of budget development, financial management, financial reporting and risk management.

The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.

The Corporate and Project Performance Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.
About the Role
The VSBA Budget and Finance branch works collaboratively with divisions and senior executives to achieve organisational objectives and ensure compliance with legislative and other requirements in a complex environment.
The Finance Business Partner supports the team In the delivery of business partnering, project accounting and other services to assist the stakeholders with their strategic and operatinal decision making especially in the areas of budget development, financial management, financial reporting and risk management.
The key accountabilities include:

assist with the preparation of budget bids, briefing notes and other submissions to the Department of Treasury and Finance (including Mid Year Review, carryover, forecast), Committees and other stakeholders;
-
assist with internal budget build and subsequent budget adjustments (including salary, capital, operating and project budgets) throughout the financial year;
-
monitor divisional and project financial performance including:
- actual versus budget and trend analysis for internal reporting purposes;
-
identification of potential issues and options;
-
prepare financial and ad hoc analysis to respond to queries from the stakeholders;
-
undertake month end activities such as processing of general journals, review of risk register items, salary capitalisation, clearing of work in proress in consultation with the team and relevant stakeholders;
-
assist with project accounting tasks;
-
ensure alignment between General Ledger/Oracle and other sub-systems on a regular basis;
-
assist with financial reporting requirements such as asset capitalisation related items, commitment reporting and audit queries;
-
contribute towards continuous improvement initiatives to improve efficiency, effectiveness and compliance across the team, branch and organisation;
-
support the Manager and other team members to deliver services;
-
build and maintain positive working relationship with the divisions and other teams;
-
ensure compliance with legislative and othre requirements such as Financial Management Act 1994 and the Department's policy and procedures;

undertake other duties as required.
Essential and Desirable Qualifications and Experience
Essential:
-
Relevant tertiary qualification in Finance/Accounting
-
Strong technical and data analysis skills using PowerBI, Excel and other tools
Desirable :
-
Membership of Certified Practising Accountant, Chartered Accountant Australia and New Zealand or equivalent
-
Demonstrated experience in Oracle system, project accounting and sub modules
