Primary objective
The Senior Director is responsible for providing strategic leadership and overseeing the successful delivery of the pre-construction
phase of Darwin Region Water Supply Program.
Context Statement
Infrastructure NT, the Northern Territory’s infrastructure body, undertakes strategic infrastructure planning and development that
co-ordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure
projects.
Key duties and responsibilities
1. Provide high level strategic project and program delivery advice and leadership regarding complex and sensitive Darwin
Regional Water Supply Program initiatives relevant in a pre-construction phase for a complex major project, including delivery
strategy, governance, procurement, engineering design and approvals.
2. Lead a professional and multidisciplinary team to solve complex challenges and deliver innovative and best practice project
development across a range of complex projects and issues where business as usual approaches may not be possible.
3. Oversee the Darwin Region Water Supply Program budget and provide updates and recommendations to the Executive
Director regarding management of this budget.
4. Prepare high-level documentation including Ministerials, Legislative Assembly Briefings and Cabinet Submissions, funding
proposals, decision notes and correspondence and presentations to key stakeholders.
5. Lead and oversee strategic engagement and relationship management with a range of internal and external stakeholders, and
represent the Department in cross agency, industry and community forums.
6. Provide high level advice on strategic procurement and contracting opportunities and oversee the delivery of complex
procurement activities.
Selection criteria
Essential
1. Demonstrated experience in major project and contract management to assist the planning and delivery team in the planning,
technical design, business case preparation, and delivery for the Darwin Region Water Supply Programs.
2. High level strategic, conceptual, analytical and collaborative skills including the ability to interpret and manage the social,
political and organisational environment.
3. Well-developed leadership capability with the ability to articulate a vision and translate directions into clear and effective
courses of action to achieve desired outcomes.
4. High level oral and written communication skills to support relationship management with people at executive levels as well as
to a range of stakeholders from diverse backgrounds.
5. Proven ability to lead and participate in executive, interagency and cross jurisdictional teams to achieve outcomes and
encourage others to work effectively to develop new ideas and ways of operating.
6. High level strategic and project planning skills and demonstrated abilities in the development of innovative planning and project
delivery solutions to complex, multifaceted problems.
7. Tertiary qualification(s) in a relevant discipline combined with relevant senior executive experience, or an equivalent
combination of substantial relevant senior executive experience and education or training.
