Primary objective
The Director Supply and Contracts provide leadership and high-level strategic advice to support the agency’s own procurement, contract
management, project administration, and related reporting, and provides commercial business support to stakeholders.
Key duties and responsibilities
1. Provide expert advice and drive the delivery of complex and high-risk procurements including strategy development, planning,
specification development, tender evaluation and debriefing.
2. Provide leadership, management and mentoring to ensure effective day-to-day operations of the team.
3. Oversee contractor performance in large, complex contracts related to the agency’s business particularly, but not only, requirements
relating to digital services and projects.
4. Coordinate and advise on effective industry engagement and commercial processes in the context of the agency’s requirements for
supply and management of contracts.
5. Contribute to program governance and risk management through the provision of advice to committees, assessment panels and project
boards on contract management as required.
6. Provide high level program support, reviews and advice to senior executives relating to supply and management of contracts across
the agency’s broad portfolio of services and responsibilities.
Selection criteria
Essential
1. Proven ability to manage complex commercial procurement activities including experience in strategy development, planning,
specification development, tender evaluation and debriefing.
2. Proven ability and knowledge to effectively manage and advise on complex contractor relationships, oversee performance and achieve
contracted deliverables.
3. Highly developed interpersonal and communication skills to enable effective consultation, networking and negotiation with a range of
stakeholders and communicate complex concepts in a succinct and understandable way.
4. Exceptional written skills and the proven ability to draft and oversee the preparation of complex procurement and contract
management documentation with impeccable attention to detail.
5. Demonstrated leadership, people and change management skills along with a high level of capability to develop diverse, high-
performing teams.
6. Proven ability to lead and support adherence with established policy and procedures to ensure transparent processes, good
governance and legislative compliance with an excellent knowledge of commercial law and/or project management practices.
7. Professional work ethic aligned to DCDD’s principles of commitment to service, innovation, ethical practice, accountability, impartiality,
diversity and respect.
Desirable
1. Tertiary qualifications in a relevant discipline such as law, procurement, business or a similar discipline, or extensive senior level
experience in one or more of these areas.
2. Prior experience and/or relevant qualifications in leadership and management or project management.
