The opportunity we have available
The department’s Legal and Integrity Division (Division) brings together our legal and integrity functions. The Division provides high quality, practical, technically excellent and timely legal advice, support and services for the department and portfolio Ministers’ offices. It also champions our culture of integrity, manages and investigates misconduct, and develops strategic initiatives to enhance ethical practices across the agency. The work is varied across the diverse subject matter of the portfolio, intellectually stimulating and rewarding.
The Integrity Branch (Branch) has a broad remit that is focused on supporting the Secretary and Executives in ensuring the integrity of the department’s critical public sector process including:
- maintaining the program of primary and subordinate legislation across the portfolio
- delivering the department’s enterprise risk management framework, policies and procedures and enterprise risk register and controls
- supporting the department’s compliance with privacy requirements
- promoting a culture of integrity and ethical conduct across the department in accordance with relevant legislation and the APS Values
- leading investigations into complaints and ethical breaches such as fraud and corruption
- management of the department’s Freedom of Information and audit processes

What you will do
The APS6 Investigator will deliver high-quality, end-to-end investigations into allegations of fraud and corruption. The role requires strong investigative capability, sound judgement, and the ability to operate effectively within a complex government environment.
In addition to core investigations, the role contributes to strengthening the department’s integrity framework through policy uplift, risk identification, and cross-functional collaboration across the broader integrity function, including fraud control, complaints, and prevention activities.
Key responsibilities will include:
Investigations
- Undertake complex and sensitive investigations in accordance with the Australian Government Investigations Standards (AGIS) and departmental frameworks.
- Plan and conduct investigations, including evidence gathering, interviews, analysis, and reporting.
- Use a range of internal and external sources and techniques to gather information and evidence to support findings, decisions, and recommendations.
- Prepare high-quality, defensible written material on sensitive matters, including investigation reports and executive briefs.
- Manage procedural fairness, confidentiality, and investigative risks.
Integrity Function and Capability Uplift
- Contribute to capability uplift to ensure alignment with legislative, policy and legal frameworks, including the Commonwealth Fraud and Corruption Control Framework (July 2024).
- Work with the Director and Chief Investigator to identify vulnerabilities in fraud and corruption control risk assessments and recommend practical mitigation strategies.
- Support continuous improvement of investigation methodologies, templates, SOPs, and guidance materials.
- Identify systemic issues and lessons learned from investigations and translate these into policy and control improvements.
- Assist with work across the integrity function, including fraud prevention, complaints, and conflict of interest management.
- Support education and awareness initiatives to build integrity capability across the department.
Team Contribution
- Contribute to a collaborative, high-performing investigations team environment.
- Share knowledge and support consistent approaches to investigations and integrity work.
- Provide guidance and mentoring to junior staff where required.

Capabilities and Experience
- Minimum Cert IV Government Investigations Qualifications.
- Demonstrated experience in investigations within the APS or broader government environment.
- Strong understanding of public sector legislative and governance frameworks, including fraud and integrity obligations.
- Proven ability to analyse complex information and produce clear, evidence-based written reports.
- Sound judgement and ability to manage sensitive and confidential matters.

Desirable requirements
- Experience applying AGIS or equivalent investigation standards.
- Exposure to fraud and corruption control frameworks, risk assessments, and prevention strategies.
- Experience contributing to policy development, review, or uplift activities.
- Diploma Government Investigations, not mandatory but highly regarded
- Experience conducting criminal and/or complex APS investigations within a policing, law enforcement or comparable government environment, including a current or former detective appointment.
- Candidates with extensive experience working with legislation and legal concepts are highly desirable.
