Primary objective
Provide leadership, management, direction and advice in relation to the design, development and implementation of
eLearning solutions through the use of the Learning Management System (LMS) for the Northern Territory Government.
Context statement
Workforce Development within the Department of Corporate and Digital Development (DCDD), is responsible for building
the capability of the Northern Territory Public Sector (NTPS). It covers corporate and digital learning, workforce planning,
leadership and early careers, workforce insights, and inclusion and diversity. The Digital Learning and Innovation team leads
enterprise eLearning delivery through the LMS.
Key duties and responsibilities
1. Provide high level advice to senior management on the development, management and implementation of innovative
digital learning solutions.
2. Lead the functional administration and ongoing management of the enterprise LMS, including working collaboratively
with the system owner on upgrades and migrations.
3. Develop, maintain and enforce eLearning development standards, specifications and quality assurance processes for
content published to the LMS.
4. Oversee learning reporting for client agencies (including estimates, state of service and one-off requests) while
complementing reporting functions delivered by AGS and Data Services.
5. Build and manage client agency relationships, co-designing fit-for-purpose learning solutions and providing instructional
design advice.
6. Lead, develop and manage the performance of the team, fostering a high performing and positive workplace culture.
Selection criteria
Essential
1. Experience in leading, managing and developing a high performing team.
2. High level knowledge and demonstrated leadership in instructional design and the development of eLearning solutions
for adult learners.
3. Experience in strategic program planning, policy development and evaluation in relation to corporate adult learning
programs across online, blended and face to face mediums.
4. High level organisation and project skills to meet competing priorities and timeframes.
5. Exceptional interpersonal skills with the ability to manage client relationships and service delivery across system wide
learning and development priorities.
6. Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovation, ethical
practice, accountability, impartiality, diversity, and respect.
Desirable
1. Relevant tertiary qualifications (or working towards) in adult education, instructional design, information technology,
eLearning or another relevant field.
2. Experience managing an LMS and/or client management system.
