Primary objective
This role provides strategic leadership, co-ordination and expert policy advice in Vocational Education and Training (VET) to
deliver a skilled and capable Territory workforce.
Context statement
As the Northern Territory’s state training authority, Skills NT provides stewardship of the national VET framework, system,
and apprenticeships, ensuring they are effectively implemented to meet local needs. The Skills Delivery business unit
supports targeted training initiatives that boost workforce participation and address skill gaps across the Northern Territory.
This includes the management of both the Skills NT Grant and overseeing programs that support apprenticeships,
traineeships, and public provider training across the Northern Territory.
Key duties and responsibilities
1. Provide strategic leadership to the development and management of major programs under the department’s Strategic
Plan. Lead the identification of unmet needs in the suite of programs provided and develop new programs to address
these needs.
2. Provide high level advice to the senior management of the division, the Department, and local and Australian Government
on the skilling agenda and factors influencing future skills and training requirements across the NT.
3. Lead the Northern Territory’s role in VET and Skills reform, advocate for its needs ensuing Territory and National priorities
are met.
4. Develop effective collaborative partnerships and alliances with stakeholders, across the NT and Interstate.
5. Provide a high degree of leadership and utilise contemporary management skills to provide advice and support to enable
staff to build effective team relationships, achieve multi-skilling and to manage change effectively.
Selection criteria
Essential
1. High level contemporary leadership and management skills including strategic business planning, policy development,
change management, human resources, finance and budget management.
2. Proven skill in high-level government strategic policy formulation and implementation, and the provision of policy advice.
3. High-level oral and written communication skills and a proven ability to prepare correspondence including Cabinet
Submissions, Ministerial and Legislative Assembly briefings, speeches and statements.
4. Well-developed knowledge of issues and trends impacting on local and national training, including knowledge of the VET
reform agenda.
5. Demonstrated high level interpersonal and negotiation skills, including the ability to build and maintain effective
relationships and influence outcomes with a diverse range of stakeholders.
Desirable
Qualification in Education, Training and Assessment, Project Management or Business.
