Primary objective
Provide high-level policy advice and support, conduct and contribute to complex research and analysis in relation to development,
coordination, implementation and evaluation of policies and projects to improve health and care outcomes for Territorians.
Context statement
The System Planning and Commissioning branch provides analysis and advice, project development, implementation, reporting and
evaluation to support agency and government policy and strategic initiatives to drive improved health and care outcomes across
aged care, domestic family and sexual violence, clinical service planning and other identified areas.
Key duties and responsibilities
1. Lead and manage multiple projects concurrently and independently, ranging from strategic policy through to supporting
governance arrangements, reporting, program design and delivery.
2. Undertake complex research, analysis and modelling of policy issues, identifying trends, and evaluating costs, benefits, risks
and opportunities to develop policy options and suitable solutions.
3. Develop and provide high quality policy advice and project outputs that reflect the specific agency, political, social,
environmental, technical and economic environments balanced with consumer needs and practical delivery.
4. Prepare correspondence, submissions, briefing notes, drafting instructions, discussion papers, plans and reports on highly
complex policy matters, tailored to the audience to explain issues fully.
5. Develop and maintain effective collaborative partnerships and alliances across the agency, NTPS, other jurisdictions and
private and community sector to achieve outcomes.
Selection criteria
Essential
1. Demonstrated ability, experience and knowledge of project management, including the allocation of sufficient time and
resources to meet deliverables and milestones; identify and mitigate risks; and provide assurance to decision makers.
2. Demonstrated knowledge of policy processes and ability to explore policy options and their feasibility, identify implementation
risks and challenges and risk management strategies with implementation teams and organisations, and provide advice and
recommendations to senior executives and government.
3. Demonstrated attention to detail and ability to manage a high workload with constantly changing priorities and coordinate a
range of priorities to meet critical timelines and required outcomes, with pragmatic and evidence-based problem solving.
4. High-level oral and written communication skills and demonstrated experience successfully engaging, listening, negotiating and
collaborating with a range of government, community and private sector stakeholders.
5. Demonstrated ability to understand and interpret legislation, and thorough knowledge of frameworks, methodologies,
processes and tools to undertake high-level research and analysis of a complex and specialised nature.
Desirable
1. Demonstrated experience in health policy and operational roles, or related field, such as human services, disability, children and
families, justice, or education.
2. Successful completion of cultural competence training and understanding of culturally appropriate service delivery.
