About the role:
The Manager, Funding and Budget Reform plays a pivotal leadership role in driving sustainable health system funding through the development and implementation of reform initiatives. This role is responsible for leading the design and oversight of the health productivity framework, supporting sector-wide cost escalation growth rate containment, and advancing evidence-based policy solutions to improve funding efficiency and budget alignment.
Working across government and with health services, the Manager leads reviews into cost and performance drivers, develops funding policy options, and manages projects to improve the integrity and strategic alignment of modelled hospital budgets. The role also leads the preparation of communications, stakeholder engagement materials, and briefings to support understanding and adoption of funding reform initiatives.
In this role you will:

Lead the development and implementation of a system-wide health productivity framework to guide sustainable sector growth and improve value for money.

Oversee strategic reviews of cost and funding escalation drivers across the health sector and provide recommendations to support improved fiscal sustainability.

Manage and deliver reform projects aimed at improving the design, transparency, and credibility of modelled hospital budgets.

Conduct deep-dive reviews into health service performance and cost structures, particularly in relation to modelled budget allocations and funding models.

Develop high-quality briefing materials, reports, and engagement products to support communication of budget models and reform objectives to internal and external stakeholders.

Collaborate and negotiate with finance, performance and central agencies to ensure reforms are integrated, evidence-informed, and aligned with broader health system priorities.

Qualification/Specialist Expertise

A tertiary qualification in business or financial management, public administration, public policy or equivalent would be advantageous.

A strong understanding of the Victorian public sector is essential.
