Primary objective
Lead and manage the Custody Assurance and Review Unit's organisational reporting, analytics and insight function, providing
authoritative strategic advice, assurance reporting and evidence-based recommendations to Executive and governance forums.
The role is accountable for establishing analytical frameworks, data governance standards and organisational insight capability that
support risk management, early intervention, organisational learning and continuous improvement across custody and use of force
matters.
Context statement
The Custody Assurance and Review Unit (CARU) is a specialist, centralised assurance function within the Northern Territory Police
Force, responsible for independent review of custody-related incidents and use of force matters. CARU supports consistent
decision-making, early identification of risk, coronial preparedness and organisational learning.
Key duties and responsibilities
The Principal Reporting and Insights Analyst is responsible for leading CARU's reporting, analytics and organisational insight
function, transforming complex custody and use of force information into authoritative, evidence-based advice that supports
Executive oversight, governance, early intervention and organisational improvement. The role develops and maintains analytical
frameworks, reporting methodologies and data governance standards, ensuring the accuracy, integrity and defensibility of
organisational reporting and assurance products. Working with internal and external stakeholders, the position identifies emerging
risks, trends and systemic issues, prepares high-quality reports and briefings, and provides leadership and guidance to support
consistent reporting practices, informed decision-making and continuous improvement across the organisation.
Selection criteria
Essential
1. Demonstrated experience in high-level analytical, reporting or insight-focused roles involving complex data.
2. Proven ability to translate complex and sensitive information into clear, actionable insights for senior decision-makers.
3. Demonstrated leadership capability, including experience coordinating work programs, supervising staff or providing functional
guidance within a complex organisational environment.
4. Strong understanding of governance, assurance, risk management and data governance principles within a public sector, law
enforcement or regulated environment.
5. Highly developed written and verbal communication skills, including the ability to prepare high-quality reports and brief senior
leaders.
6. Demonstrated experience working with sensitive or confidential information, exercising sound professional judgement and
discretion.
7. Strong organisational skills, with the ability to work autonomously, manage competing priorities and meet reporting deadlines.
Desirable
1. Qualification in data analytics, statistics, public administration, or a related field.
2. Experience working in law enforcement, justice, regulatory or oversight environments.
