Primary objective
The Medical Lead – Rights of the Terminally Ill (ROTI) supports the implementation of ROTI legislation across the NT. The Medical Lead is both a senior
clinical leadership and policy role within the ROTI Implementation Program. The role is responsible for a legislatively compliant model of care that delivers
a high-quality service, including clinical pathways, clinical governance, and workforce capability. As a key member of the Implementation Team, the Medical
Lead also works closely with the Implementation Lead and the Care Navigator Lead to integrate clinical excellence across medical and non-medical
components of ROTI to develop and deliver a safe, effective, culturally safe, accessible and person-centred end-of-life choice for eligible Territorians.
Context Statement
ROTI is a significant and complex health reform in the NT. The Office of the Chief Health Officer will hold the central regulatory role for its oversight. The
role will work with stakeholders across NT Health, the Northern Territory Regional Health Service, Aboriginal Community Controlled Health Organisations,
and private providers. The Medical Lead contributes to and supports clinical excellence across all workstreams, supporting the ROTI Implementation Lead,
and reporting to relevant executive sponsors.
Key duties and responsibilities
1. Provide strategic medical leadership in the development, implementation and refinement of the ROTI Model of Care, including referral pathways,
integration with existing services, and clinical guidelines.
2. Provide NT Health-wide professional leadership and undertake strategic planning, policy development and evaluation of initiatives to engage and
support an authorised practitioner workforce- including establishing a remuneration framework and community of practice.
3. Lead integration of ROTI Services into clinical governance processes including credentialing, quality assurance and compliance monitoring.
4. Contribute to monitoring, reporting, evaluation and continuous improvement of ROTI implementation and services.
5. Contribute to the development of the clinical education and training programs for ROTI practitioners and other health professionals.
6. Provide leadership, support and professional development for authorised practitioners and the ROTI multi-disciplinary team, and perform clinical
duties as an authorised ROTI practitioner, as necessary.
7. Participate in and lead stakeholder engagement and consultation activities.
8. Provide expert advice to the ROTI Implementation Steering Committee and working groups and to inform Ministerial briefs.
9. Represent the Department on relevant national and jurisdictional committees and working groups related to voluntary assisted dying.
10. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to ensure
high quality, safe services and workplaces.
11. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Eligible for registration as a specialist with the Medical Board of Australia
2. Completed not less than the equivalent of six years of full-time service in medical practice as a Staff Specialist or equivalent with a demonstrated
commitment to patient-centred care.
3. Experience in health service design and implementation, including strategic thinking and planning abilities.
4. Extensive experience in clinical governance, quality improvement and compliance, including credentialing, risk management, monitoring, audit and
evaluation of healthcare services.
5. Proven ability to lead and develop a specialised clinical workforce, including professional leadership, education, capability development and support
of multidisciplinary teams.
6. Highly developed stakeholder engagement, communication and influencing skills, with the ability to build partnerships, lead consultation processes,
provide expert advice and represent organisations at senior jurisdictional or national levels.
Desirable
1. Experience with voluntary assisted dying/ROTI, palliative care, end-of-life care or other related clinical services.
2. Knowledge of relevant NT and national legislation, policy and governance frameworks relating to ROTI/VAD and health service delivery.
