About the role
The Director – Governance and Compliance is a key leadership role within the Office of the General Counsel, responsible for driving best-practice governance and compliance frameworks across V/Line.
The role leads reform of core governance documents, oversees the legal operating model, and manages insurance, information access (including FOI), and privacy functions. We are seeking an experienced public sector governance professional, ideally with experience working in or alongside in-house legal teams.
Key accountabilities include:
Leading V/Line’s internal and external governance framework, including key committees and boards.
Developing, implementing and overseeing a legal compliance management system, including delegations.
Designing and embedding the legal services operating model, incorporating AI where appropriate.
Overseeing insurance, privacy, and information access (incl. FOI).
Providing strategic advice on Victorian public sector governance and legislation.
Driving key governance reforms, including foundational document reviews (e.g. Service Level Agreement).
Building and leading a high-performing team, fostering integrity, accountability, and continuous improvement.
About you
To be considered for this role, applicants must meet the following key selection criteria within their application, as this forms part of our merit-based recruitment process:
Must have expert understanding of the public sector administration framework in Victoria as it applies to public sector entities.
Demonstrated experience in establishing, managing and reforming corporate governance functions and frameworks in a public sector context.
Demonstrated experience in developing and implementing compliance management systems, such regulatory compliance systems and statutory/contractual delegations management.
Proven experience in leading the development, negotiation and execution of governance documents and agreements between public sector entities.
Experience in working in, or with, legal teams to establish operating models for the delivery of legal services.
Knowledge of public sector insurance frameworks, as well as freedom of information and privacy obligations as they apply to public sector entities.
Tertiary qualifications in Law (highly desirable)
Salary for this position is commensurate to the successful candidate’s aligned skills and experience to the position.
