The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 2 Director Maintenance Services within Property Services.

The Department of Parliamentary Services (DPS) plays a vital role in supporting the operations, heritage, and functionality of Australian Parliament House (APH). Within DPS, the Property Services is responsible for the stewardship, maintenance, and operational integrity of one of Australia’s most iconic and complex public buildings.

As Director, Maintenance Services, you will join a high‑performing leadership team responsible for delivering essential maintenance, landscape, logistics, and building management systems functions. You will work closely with fellow maintenance services directors and the Assistant Secretary, Property Services, to ensure a cohesive, strategic, and future‑focused approach to the management of APH.

This is a unique opportunity to influence the long‑term sustainability and operational excellence of a national institution. The role offers the chance to lead multidisciplinary teams, shape best‑practice maintenance strategies, and contribute to the preservation and functionality of a building that is central to Australia’s democratic processes.

Demonstrated experience in maintenance, facilities management, asset management, or a related technical field.
Experience leading multidisciplinary teams in a complex operational environment.
Strong understanding of governance, compliance, and risk management frameworks.
Experience providing strategic advice to senior executives or equivalent stakeholders.
High‑level written and verbal communication skills.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

Collaborate closely with other maintenance services directors and the Assistant Secretary Property Services to form a cohesive management group of the DPS maintenance services function.

As a member of the management group provide strategic leadership and direction to one or more teams that deliver maintenance, landscape, logistics and building management systems functions and related activities.

Manage competing priorities in a dynamic environment, balancing immediate operational needs with long-term objectives. Evaluate and monitor complex, technical problems and develop viable solutions, in consultation with technical experts, that contribute to DPS stewardship of Australian Parliament House.

Develop and maintain strong partnerships with internal and external stakeholders, providing expert advice to senior executives and Presiding Officers as required.

Apply sound judgement and risk management in decision-making, ensuring compliance with legislative, policy, and governance frameworks. Ensure relevant policies, procedures and practices are contemporary and are fit for purpose and reviewed on an appropriate basis.

Drive innovation, continuous improvement, and capability development within maintenance services teams. Monitor industry trends and standards to ensure the development and implementation of best practice processes in the maintenance of Parliament House.

Excellent written and verbal communication skills, including the ability to produce high-quality reports, that incorporate relevant technical expertise and input from maintenance teams and contractors, and present to senior stakeholders.

Proven ability in finance and resource management, contributing to the sustainable operations in a a maintenance and facility services context. Lead and manage budget reporting, risk management and business plans for the section.

Role model the Parliamentary Values fostering a culture of integrity, respect, inclusivity, and high performance. Lead and enable a safety-first culture.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
