Transport and Main Roads (TMR) is seeking an experienced Senior Business Manager (Human Resources) to lead the delivery of strategic and operational HR services across the diverse and expansive North Queensland Region.
Based in Townsville, this role is key to supporting service delivery across Far North, North West, and Northern Districts, home to more than 546,000 people and vital industries such as agriculture, tourism, mining and fishing.
As a senior HR leader, you will provide expert, risk-based advice to the Regional Leadership Team and lead a dispersed HR function to deliver workforce strategies, governance, and employee relations services. You will collaborate with a wide range of stakeholders to drive workforce capability, support strategic objectives, and ensure effective and compliant service delivery across the region.
Your key responsibilities will include:
Lead and manage a geographically dispersed HR team to deliver high-quality, consistent services
Provide strategic advice on workforce planning, organisational development and complex employee relations
Deliver workforce strategies, projects and initiatives to build capability and meet future needs
Oversee HR governance, ensuring compliance with legislation, policy and best practice
Manage complex employee relations matters, including investigations and sensitive reviews
Design and implement learning and development programs to strengthen capability
Build strong stakeholder relationships to influence and support decision-making
Mentor and coach HR staff and managers in workplace matters
Ensure strong governance and alignment with organisational priorities
Mandatory requirements:
Ability to undergo and satisfy a criminal history check
Current 'C' class driver's licence
Ability to travel across the North Queensland Region
To succeed in this role, you must have:
Significant experience in human resources, including leadership of teams and delivery of strategic workforce outcomes
Strong expertise in workforce planning, organisational development and complex employee relations
Demonstrated ability to provide clear, influential advice to senior stakeholders and guide decision-making
High level understanding of HR governance, compliance and risk management frameworks
Excellent communication skills, with the ability to tailor messages to diverse audiences and influence outcomes
Proven ability to lead projects, drive change and deliver results in complex and challenging environments
Strong relationship-building skills and the ability to work collaboratively across a dispersed organisation
Sound judgement, integrity and the ability to make ethical, evidence-based decisions
