Working within the Digital Delivery and Transformation Division (DDTD), Continuous Improvement Uplift and Technology (CIUT) located at the Victoria Police Centre, 311 Spencer Street, Docklands.
The Digital Delivery and Transformation Division (DDTD) within CIUT provides a dedicated program and project management service to lead and manage the delivery of technology and digital solutions that support Victoria Police's strategic objectives and enable its mission to keep members, employees, and the community safe.
A priority Victorian Government initiative is the upgrade of Victoria Police's information system to integrate with the National Firearms Register, providing timely access to accurate firearms information, enhancing community safety.
The Licensing and Registration Management System (LRMS) Program aims to deliver a modern and contemporary information system that enables the end-to-end management of firearms, private security, and weapons; provide a core licensing, compliance, and regulatory platform capable and effective in managing and controlling large volumes of transactions; and integrate with partner agency systems like Services Victoria and the National Firearms Register.
The VPS7 Program Director will lead the delivery of LRMS, accountable for end-to-end program execution, blending structure program governance with agile solution delivery. The VPS7 Program Director will drive strategic planning, lead and oversee multidisciplinary delivery streams, and engage broadly across Victoria Police and external partners.

Your duties will include:

Lead the end-to-end delivery of the multi-year LRMS Program, replacing a legacy platform and delivering a modern and contemporary information system.

Establish and maintain robust program governance, controls, and reporting, aligning to Victorian Government and Victoria Police standards and enterprise expectations.
-
Develop and manage the integrated program plan, ensuring alignment between traditional program governance and agile delivery streams.
-
Provide strategic leadership across all workstreams including systems integration, business integration, organisational change management, testing, and business and service transition.
-
Drive effective hybrid delivery practices, embedding agile delivery within a structured program framework.
-
Oversee progr am financials, including budget management, forecasting, and benefits realisation.
-
Lead proactive risk and issue management, including escalation to executive governance forums where required.
-
Engage and influence stakeholders at executive and operational levels across Victoria Police, government, and delivery partners.
-
Ensure alignment between technology delivery and business outcomes, with strong focus on user and operational needs.

Lead and mentor a team of senior leaders and specialists, driving high performance across all program delivery functions.

Contribute to enterprise delivery capability uplift, including the development and continuous improvement of governance and delivery frameworks, and mentoring and support of broader project delivery and support cohort.

Represent Victoria Police at internal and external forums where required, building credibility and supporting strategic partnerships and outcomes.
About You:
The successful candidate will ideally have the following skills and experience:
-
Demonstrated experience leading large-scale, multi-year technology transformation programs in complex or highly regulated environments.

Proven ability to deliver using a hybrid model, with strong understanding of both waterfall governance and agile delivery methodologies.

Extensive experience in program governance, planning, financial management, and benefits realisation at enterprise scale.
-
Strong leadership capability with experience managing multi-disciplinary senior teams and concurrent delivery streams.
-
Demonstrated success delivering enterprise platforms or systems implementations, ideally involving workflow, registration, or case management systems.
-
Exceptional stakeholder engagement skills, with the ability to influence at executive and cross-agency levels.
-
Strong commercial and delivery acumen, including vendor management, procurement, and contract oversight.
-
Deep understanding of organisational change, business readiness, and transition to operations.
-
Proven ability to build, mentor, and uplift capability across program teams and broader program and project delivery communities.
-
Demonstrated commitment to continuous improvement, including establishing and enhancing delivery frameworks, governance practices, and ways of working.

Excellent communication skills, with the ability to translate complex delivery into clear strategic and business outcomes.
-
Relevant tertiary qualifications in business, IT, or related discipline; postgraduate qualifications or delivery certifications (e.g. Prince2, SAFe).

This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.

The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
