The Research Partnerships Section is responsible for managing relationships with key partners and stakeholders. Internal stakeholders include policy teams, Data and Insights Branch, the Strategic Communication team and Legal Services. Key external stakeholders include the Australian Institute of Health and Welfare (AIHW), the Department of Defence, the Australian Bureau of Statistics, the Australian Institute of Family Studies, the Departments of Defence and Veterans’ Affairs Human Research Ethics Committee (DDVA HREC) and the Serum Management Committees. Research Partnerships also represents DVA on the Five-Eyes Veteran Research Committee and co-ordinates Australian representation on supporting working groups. Network membership includes veterans agencies from the United Kingdom, Canada, USA, New Zealand and Australia.
The Ethics team within Research Partnerships manages DVA policies and procedures relating to the ethical review of research and evaluation activities, including liaison with the Department of Defence on matters related to the DDVA HREC and providing preliminary guidance on ethics applications.
REPA Branch is seeking an APS 6 Senior Ethics Officer to support the delivery and continuous improvement of DVA’s research ethics function, with a focus on promoting ethically responsible research involving veterans, ensuring compliance with relevant guidelines, legislation, policies and procedures, and enabling high-quality, ethically robust research and evaluation.
DUTIES
As an APS 6 Senior Ethics Officer you will be required to:
- Provide ethics advice and review on research and evaluation proposals, including assessing ethical risk and ensuring alignment with the National Statement on Ethical Conduct in Human Research (National Statement) and related departmental policies and procedures

Coordinate ethics review processes, including engaging relevant business areas, synthesising feedback, and supporting timely, well-evidenced decisions across the project lifecycle

Identify ethical, privacy and data risks, ensuring appropriate measures are in place for participants and DVA information

Contribute to research ethics governance, including development and implementation of policies, procedures, guidance materials, and support to governance bodies and stakeholders (e.g. DDVA HREC and DVA business areas)

Support ethical oversight of research activities, including those delivered by external partners, to ensure contractual and organisational ethics requirements are met

Deliver quality outcomes in environments with frequently changing requirements and complex stakeholder relationships

Contribute to continuous improvement initiatives, including responding to changes to the National Statement, recommendations from the Royal Commission on Defence and Veteran Suicide, and strengthening assurance processes

Prepare high-quality briefings on complex and sensitive matters

Support team operations, including supervision of staff where required and contributing to section-wide priorities.
ELIGIBILITY
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).

All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
