The Quality and Compliance Manager operates across a portfolio of business units, ensuring compliance with relevant non-financial regulatory and legislative requirements, while providing advice on and managing College/Campus governance processes.
This role is responsible for embedding quality practices, including management and oversight of compliance and quality audits, accreditation and registration processes, continuous improvement of the policy framework, strategic and operational planning, reporting to legislative bodies, and overall compliance with the regulatory framework within which the College/Campus operates.
Key Result Areas:
Business Partnering
Provide compliance business partnering services to a selection of Business Units within the University Partnerships Australasian division
Establish and maintain strong and effective relationships with key internal and external stakeholders such as College/Campus executives, regulatory authorities and university partners
Participate in strategic planning with the College/Campus executive
Deliver compliance training and induction to College/Campus staff
Work within the shared services model, collaborating with the Q&C Coordinator and Q&C Officers to streamline, modernise and standardise business processes where appropriate.
Governance & Risk Management
Manage College/Campus governance structures, arrange and provide executive officer support to key decision making committees, including Management Team, Academic Board, Program Advisory Committees, and Joint Strategic Partnership Committees and other as appropriate
Oversee the governance cycle across the colleges ensuring compliance with Higher Education Standards
Provide leadership to College/Campus governance activities, including:
Reporting outcomes against objectives
Assist in curriculum change/modification approval
Develop Reports on College/Campus activities for consideration by Management Committee or Academic Board
Coordinate reports on benchmarking and tracer studies
Investigate, and provide unbiased findings, of student complaints and appeals for consideration at the Appeals Committee
Lead enterprise risk management processes with the executives of each College/Campus within the portfolio, including periodic risk assessments and reporting on outcomes through the governance structure
Compliance
Provide strategic regulatory advice to College/Campus executives
Manage compliance with the regulatory framework and quality assurance processes, including requirements established through the National Code, ESOS, Higher Education Threshold Standards, the Higher Education Support Act and state-based legislation governing higher education providers
Monitor and provide advisory information on government changes to the higher education environment which impact on the Colleges/Campuses
Monitor and facilitate ongoing continuous improvement of the College/Campus policy framework to support revisions to government legislation and ongoing improvements to business processes
Manage and contribute to TEQSA registrations, accreditation, renewals and material changes in line with government regulatory requirements and College/Campus policy
Ensure timely reporting to legislative bodies including Department of Education, Tertiary Education Quality Standards Agency (TEQSA) and the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS)
Maintain memberships including Tuition Protection Scheme (TPS) for the Colleges/Campuses within their portfolio
Provide advice to the teams undertaking data reporting to government authorities such as TCSI and PRISMS, FEEHELP and all provider obligatory levies
Policy
Manage the Colleges/Campuses policy frameworks and oversee review and improvement activities
Monitor university partner policy changes, and engage local College/Campus SMEs, to enact consequential changes for the College/Campus
