A unique opportunity to shape a new organisational function and drive best-practice grants management across NSW.
Ongoing, full-time role with the Grants, Program Design and Evaluation Branch.
Role can be based in Sydney or at an approved RA office in NSW by negotiation with flexible work options and hybrid arrangements available.
Clerk Grade 11/12, salary relative to experience, and ranges from $149,739 - $173,174 + super.
About the role
The Grants Management Office has been repositioned with a significantly expanded remit and strategic focus. This newly established function will provide expert guidance, advice and support for the design and development of grants programs, while strengthening governance, policy, capability and continuous improvement across the organisation.
As Manager Grants Design & Advice, you will play a pivotal leadership role in establishing and leading the Grants Management Office (GMO). You will drive the development of frameworks, policies, governance controls and advisory services that support the effective administration of grants for emergency preparedness, response, recovery and resilience initiatives. This is an ongoing role with a mandate to build long-term capability, consistency and stability across the organisation's grants landscape.
Key responsibilities include:
Leading the establishment and ongoing development of the Grants Management Office (GMO).
Developing, implementing and delivering the GMO strategy and operating model.
Providing organisation-wide leadership on grants governance, policy and best-practice grants administration.
Overseeing the development, review and maintenance of grants management policies, frameworks, procedures and supporting documentation.
Supporting the design, establishment and review of grant programs to ensure compliance with legislative, policy and best-practice requirements.
Implementing governance, risk management and reporting frameworks that strengthen accountability and program outcomes.
Partnering with internal stakeholders to provide expert advice on grants design, administration and delivery.
Leading the development of training resources, educational programs and capability-building initiatives to improve grants management maturity across the organisation.
Facilitating engagement, training and awareness activities to promote consistent and compliant grants administration practices.
Driving continuous improvement initiatives, process redesign and customer-centric approaches to grants management.
Building effective relationships with stakeholders across government, grant recipients and partner agencies.
Leading, coaching and developing staff while fostering a culture of collaboration, innovation and high performance.
About You
You are a strategic and influential leader with deep expertise in grants management and a passion for building capability, governance excellence and sustainable frameworks. You thrive in complex environments, are comfortable navigating competing priorities, and can bring people together to deliver meaningful organisational change.
You will bring:
Significant experience managing and leading the full grants program lifecycle within complex, dynamic and politically sensitive environments.
Demonstrated knowledge of the NSW Grants Administration Guide and associated legislative, compliance and policy requirements.
Proven experience developing grants governance frameworks, policies, procedures and operational controls.
Strong capability in policy development, process design, strategic planning and continuous improvement.
Experience establishing new functions, programs or service models and embedding sustainable practices across an organisation.
Excellent stakeholder engagement and influencing skills, with the ability to build trust and gain buy-in across diverse groups.
The ability to lead and influence outcomes in environments where authority is often exercised through expertise, collaboration and relationships.
Experience balancing competing priorities and delivering results in high-pressure environments with tight timeframes.
Strong project and program management skills, including the ability to manage complex initiatives from concept through to implementation.
Demonstrated success developing organisational capability through training, coaching, resources and advisory services.
Exceptional communication skills, with the ability to translate complex policy and governance requirements into practical guidance.
A commitment to customer-focused service delivery and continuous improvement.
