Procurement Specialist (Oil & Gas) — Job Description
Summary
- Manage procurement of materials, equipment, and services for upstream, midstream, and/or downstream oil & gas projects and operations, ensuring cost-effectiveness, compliance, schedule adherence, and supplier performance in a high-risk, highly regulated environment.
Key responsibilities
- Sourcing &* supplier selection:* Identify, prequalify, and evaluate suppliers and subcontractors for equipment, materials, and services (EPC, fabrication, logistics); conduct RFQs/RFPs and commercial/technical bid evaluations.
- Contract negotiation &* management:* Negotiate terms, pricing, warranties, delivery, and payment terms; prepare and manage purchase orders, framework agreements, and subcontractor contracts; ensure contractual compliance.
- Procurement planning &* expediting:* Develop procurement plans aligned with project schedules; track long-lead items, order milestones, and expedite suppliers to meet delivery dates.
- Technical coordination: Review technical specifications, datasheets, and vendor documents (MTRs, FAT reports, datasheets); coordinate with engineering/QA to approve technical submittals and vendor drawings.
- Cost control &* commercial analysis:* Provide cost estimates, total cost of ownership analyses, supplier price benchmarking, and identify cost-reduction opportunities.
- Logistics &* import/export:* Coordinate freight, customs, import/export documentation, hazardous materials handling, and inland logistics; manage incoterms and shipping insurance.
- Quality assurance &* inspection:* Ensure supplier quality through vendor audits, inspection & test plans (ITPs), witnessing FATs, and verifying material test reports and certificates.
- Risk &* compliance:* Ensure procurement complies with HSE, local content rules, trade controls/sanctions, and client/sponsor requirements; assess supplier risk and implement mitigation.
- Supplier performance &* relationship management:* Monitor KPIs (on-time delivery, quality, lead times), manage supplier scorecards, resolve disputes, and develop strategic supplier relationships.
- Purchase order administration: Issue POs, track change orders, manage claims, approve invoices with verification of delivery and acceptance, and maintain procurement records.
- Inventory &* warehousing coordination:* Interface with logistics/warehouse to manage receipt, inspection, storage of materials, and handover to site or fabrication yards.
- Stakeholder collaboration: Work closely with project managers, engineers, QA/QC, legal, finance, and operations to align procurement with project needs and cashflow.
- Systems &* reporting:* Use ERP/procurement systems (SAP, Oracle, IFS, Infor) to record POs, update delivery statuses, and produce procurement reports and forecasts.
Qualifications & skills
- Degree in Supply Chain, Procurement, Business, Engineering, or equivalent experience.
- Typically 5+ years procurement experience in oil & gas, energy, EPC contracts, or heavy industry (senior roles may require 8+ years).
- Strong knowledge of oil & gas equipment, materials (valves, rotating equipment, piping, instrumentation), and supplier markets.
- Experience with tendering, bid evaluation, and contract negotiation for capital projects and O&M purchases.
- Familiarity with standards/specifications (API, ASME, ISO), material traceability, and inspection/test documentation (MTRs, NDT reports).
- Proficiency with ERP/procurement tools (SAP MM/SD, Oracle), Microsoft Excel, and RFQ/e-sourcing platforms.
- Understanding of logistics, customs, import/export, and hazardous goods shipping.
- Strong commercial acumen, negotiation, and stakeholder-management skills.
- Knowledge of HSE requirements, local content regulations, and export control/compliance.
- Certifications a plus: CIPS, APICS/CSCP, PMP, or vendor-specific accreditation.
Performance metrics
- On-time delivery rate for critical/long-lead items.
- Cost savings / cost avoidance achieved through negotiation.
- PO cycle time (requisition to PO issuance).
- Supplier quality metrics (rejection rate, NCRs).
- Inventory turnover and material readiness for project milestones.
- Contract compliance and number/severity of procurement disputes or claims.
Pay: $10,743.45 – $13,333.56 per month
