Senior Manager – Property & Development Advisory
Bureau Veritas is seeking a planning-qualified senior urban consultant to join our Property & Development Advisory team in Perth. This is an opportunity for an experienced urban planning or development professional to broaden their career across property strategy, development advisory and early-stage project definition. Working across diverse public and private sector projects, you will combine strong planning and approvals expertise with wider property development advice.
You will join a close-knit and growing team, taking responsibility for your own projects and workstreams while working closely with senior leaders, clients and multidisciplinary specialists across Bureau Veritas.
The Opportunity
As Senior Manager, you will help clients navigate complex planning, property and development decisions - from initial site investigations and development approvals through to feasibility studies, business cases, development strategies and delivery planning. This role offers the opportunity to work across a diverse range of urban development, property and infrastructure projects, delivering planning-led advice for both public and private sector clients. You will lead development approvals, planning due diligence and strategic planning assignments while developing your skills across the full property and development lifecycle and contributing to projects that shape places, communities and investment decisions. Working within a multidisciplinary environment, you'll collaborate with clients, developers, government agencies and industry specialists to help shape successful project outcomes. The position is well suited to an experienced planner looking to broaden their expertise beyond statutory and strategic planning into property and development advisory.
Key Responsibilities
- Manage planning due diligence, development approval processes and planning strategies for a diverse range of property, development and infrastructure projects.
- Prepare high-quality development applications, planning reports, submissions and supporting documentation.
- Interpret planning frameworks and translate planning requirements, opportunities and risks into clear, practical advice for clients and project teams.
- Lead advisory projects and defined workstreams, including project planning, consultant coordination, client engagement, reporting and action management.
- Contribute to feasibility studies, business cases, asset strategies, site assessments, development strategies and early project definition assignments.
- Undertake research and analysis of sites, planning frameworks, property markets, development trends and stakeholder requirements.
- Provide responsive, expert urban planning advice to our Advisory team and the broader WA Buildings and Infrastructure business.
- Lead day-to-day engagement with clients, local and State government, approval authorities, consultants and other project stakeholders.
- Manage project scope, fees, programme, risks, quality and commercial performance.
- Contribute to proposals, fee submissions, business development activities and the growth of client relationships.
- Support and mentor junior team members while contributing to a collaborative, high-performing team culture.
About You
You are an experienced urban planning, property or development professional who is confident managing development approvals and providing practical, commercially focused advice. You may currently be working in a planning consultancy and looking to broaden your experience beyond statutory planning into property and development advisory.
You will bring:

- Typically 5+ years of relevant experience, including strong consulting or comparable development/planning exposure.
- Demonstrated ability to manage complex development approval processes and prepare persuasive, technically sound planning documentation.
- A profound understanding of the Western Australian planning system and experience engaging with local government, State government and approval authorities.
- Strong analytical, report-writing, verbal communication and presentation skills.
- The ability to turn complex planning, property and development information into clear advice and recommendations.
- Strong project-management skills and the ability to manage clients, consultants, competing priorities and deadlines across multiple assignments.
- An interest in broader property and development matters, including feasibility, property economics, business cases, development strategy and project delivery.
- An understanding of the commercial disciplines of consulting, including project budgets, time management, quality assurance, proposals and client service.
- Sound judgement, attention to detail and a proactive, solutions-focused approach.
- A collaborative and accountable working style, with the confidence to take ownership of projects and workstreams.
