Business Analyst – EL1 Equivalent

Contract: Initial contract through 30 June 2027, with up to three 12-month extensions

Position Overview
We are seeking a highly motivated and outcomes-focused Business Analyst to support business and technology initiatives within a complex and fast-paced environment.
The successful candidate will be an exceptional communicator who builds trusted relationships, facilitates collaboration across technical and non-technical teams, and translates business needs into clear, actionable outcomes. This role is suited to a proactive professional who takes ownership, drives work forward, navigates ambiguity effectively and manages multiple concurrent priorities.
Key Responsibilities
- Build strong relationships and trusted partnerships across business and technical teams.
- Facilitate workshops, stakeholder discussions and engagement activities to understand business needs and align priorities.
- Elicit, analyse and document business requirements, processes, user stories and acceptance criteria.
- Translate business needs into clear and actionable requirements for delivery teams.
- Identify and proactively manage risks, issues, dependencies and opportunities.
- Work with stakeholders to remove obstacles and maintain delivery momentum.
- Support backlog management, delivery planning, roadmaps and business case development.
- Communicate progress, insights, risks and recommendations to support informed decision-making.
- Work across multiple concurrent initiatives while maintaining focus on quality and outcomes.
- Collaborate closely with developers, technical specialists, project managers and business stakeholders.
- Contribute to a positive, collaborative and high-performing team culture.

- Experience eliciting, analysing and documenting business requirements.
- Experience facilitating workshops and stakeholder engagement sessions.
- Demonstrated experience working in Agile delivery environments.
- Experience supporting delivery teams and managing multiple concurrent initiatives.
- Strong organisational skills and attention to detail.
- Ability to identify and resolve risks, issues and dependencies proactively.
- Experience using Azure DevOps or similar Agile delivery tools.
- Collaborative, positive and pragmatic approach to working within a team environment.
Desirable Experience
- Data, reporting, analytics or information management initiatives.
- Working closely with developers on technical requirements.
- Dynamics 365, APIs, integrations or system architecture.
- Strategic planning, business case development or delivery roadmaps.
- Data governance, data quality or business intelligence concepts.
- Experience working within government or other large, complex organisations.
Security Clearance
NV1, NV2 or PV security clearance is mandatory for this position. Candidates without an active NV1, NV2 or PV clearance will not be considered.
Location & Working Arrangement
This is a Canberra-based hybrid position. Candidates must be based in or able to work from Canberra, ACT, with regular on-site attendance required. The role is not available as a fully remote position.
Pay: $81.75 – $146.72 per hour
