Primary objective
Lead strategic priorities and operationalise pre-employment screening for vulnerable persons in compliance with legislation. Provide expert
management and strong leadership encompassing, governance, project and change management, and innovation to address emerging
change. Manager operations, revenue, expenditure and stakeholder relationships while representing the NT in pre-employment screening
matters and the exchange of criminal history information.
Context statement
SAFE NT is responsible for National Police Checks, Working with Children (WWC) and National Disability Insurance Scheme (NDIS)
employment screening and the forthcoming requirement for Aged Care (AC) checks. It is also responsible for Criminal Records. Major
changes to business practices are underway with the introduction of new legislative amendments, new ICT systems and national standards.
Key duties and responsibilities
1. Lead and direct the operationalisation of pre-employment screening in line with NT Government legislation to ensure effective
business planning, strategic oversight and meet performance metrics.
2. Strategically influence and drive change and capability improvement across SAFE NT, implement modern analysis, project
management, resourcing and evaluation frameworks.
3. Lead the design and deployment of screening frameworks for WWC, NDIS and upcoming AC sectors, ensuring robust methodologies
that meet statutory requirements.
4. Manage inter-jurisdictional exchange of criminal history data, criminal records management and fingerprinting for licences.
5. Provide high-level policy advice on the Criminal Records (Spent Convictions) Act 1992, Care and Protection of Children Act 2007, Care
and Protection of Children (Screening Regulations) 2010, National Disability Insurance Scheme (Worker Clearance) Act 2020, National
Disability Insurance Scheme (Worker Clearance) Regulations 2021, including anticipating needs for AC screening requirements.
Selection criteria
Essential
1. Demonstrated high-level strategic and operational leadership and management skills, with experience leading diverse teams and
external consultants to deliver in a high-pressure environment of ongoing change and uncertainty.
2. Demonstrated high-level leadership, communication, collaboration, and negotiation skills across a range of contexts and
stakeholders, with a demonstrated ability to work with people from culturally diverse backgrounds to achieve common goals and
influence outcomes.
3. Demonstrated ability to lead cultural change and introduce new ways of working, to deliver operational requirements for pre-
employment screening for vulnerable persons.
4. Proven ability to represent the NT at national level to implement change in a complex and sensitive environment.
5. Demonstrated ability to provide advice on complex and diverse issues, as well as the ability to identify legal issues and risks.
6. Demonstrated knowledge of high-level administrative decision-making and natural justice requirements and making sensitive and
impartial administrative decisions on complex quasi-judicial matters and provide sound rationale.
7. Demonstrated knowledge of pre-employment screening and related NT and Commonwealth legislation, inter-jurisdictional issues
and criminal history information exchange requirements, or ability to quickly attain.
Desirable
1. Tertiary qualifications in Law and/or Behavioural Sciences.
