Primary objective
To lead and embed operational reform by systematically reviewing operational policy, procedure and practice, identifying opportunities
for improvement, and establishing structured projects and transition plans that enable operational areas to adopt and deliver improved
outcomes through sustainable change.
Key duties and responsibilities
1. Provide strategic leadership in the design and delivery of operational reform initiatives aligned to government priorities and agency
objectives.
2. Drive continuous improvement and innovation by embedding evidence-based practices and best-practice reform methodologies.
3. Lead system-wide analysis and review to identify operational risks, inefficiencies, and opportunities for reform.
4. Translate strategic insights into delivery by developing clear reform priorities, business cases, and implementation strategies.
5. Establish and govern reform programs including performance monitoring, evaluation, and sustainable transition to business-as-usual.
6. Influence and partner with senior stakeholders to embed change, build organisational capability, and achieve reform outcomes.
7. Provide high-level, authoritative advice to executive leadership and government on reform strategy, risks, and cross-agency impacts.
8. Lead people and partnerships by managing team performance and representing the agency in whole-of-government reform initiatives.
Selection criteria
Essential
1. Demonstrated ability to lead and deliver complex reform or change initiatives aligned to organisational and government priorities,
including translating strategy into practical outcomes.
2. Strong analytical skills with the ability to review systems, policies and processes, identify risks and inefficiencies, and develop clear,
evidence-based solutions and business cases.
3. Proven experience establishing and managing programs or projects, including setting objectives, governance frameworks, performance
measures, and evaluation processes.
4. Highly developed communication and interpersonal skills, with the ability to build relationships, influence senior leaders, and work
collaboratively across teams, agencies or sectors to achieve shared outcomes.
5. Experience leading change in complex environments, including supporting others to adopt new ways of working, embedding reforms
into business-as-usual, and building organisational capability.
6. Ability to provide clear, strategic and authoritative advice to senior executives or decision-makers on complex issues, including risks,
impacts and implementation considerations.
7. Demonstrated ability to lead, motivate and develop a team, manage performance, and deliver results through others in a collaborative
and accountable way.
8. Knowledge of, or the ability to quickly gain knowledge of, public sector environments, governance frameworks, and contemporary
reform, change management and continuous improvement methodologies.
9. Relevant tertiary qualifications (or equivalent experience) in a related discipline such as public administration, business, social sciences
or similar, and experience delivering reform or transformation initiatives in complex environments.
10. Demonstrated ability to apply structured project management disciplines to drive delivery, including development and management
of detailed project plans (e.g. timelines, Gantt charts), active management of risks, issues and dependencies, and implementation of
contingency strategies to ensure projects are delivered on time, within scope and aligned to agreed outcomes.
Desirable
1. Relevant tertiary qualifications (or equivalent experience) in a related discipline such as public administration, business, social sciences
or similar, and experience delivering reform or transformation initiatives in complex environments.
2. Current knowledge and understanding of the correctional environment or similar.
Further information
The Department of Corrections has a Smoke Free Policy. Staff are not permitted to smoke anywhere on Departmental premises, facilities
