The Opportunity
At Vocus, we’re building the networks that connect Australia—and we’re looking for a Government Industry Development Manager to accelerate our growth across State and Local Governments.
In this highly collaborative, non quota role, you’ll stand up and lead a cross functional virtual team across Sales, Solutions, Pricing, Legal, Government & Regulatory Affairs, Bid Management, Operations and Networks—bringing clear structure, governance and cadence to drive disciplined, coordinated pursuit execution.
You’ll play a key role in shaping and strengthening our State and Local Government funnel by driving early opportunity qualification against panel fit, leading targeted external engagement with procurement bodies, and activating account based panel strategies to improve access, positioning and conversion.
Reporting to the Bid Management Team Leader, this role is central to lifting the capability, consistency and impact of our Government teams—bringing greater alignment across functions, improving visibility of the pipeline, and embedding a more disciplined, repeatable approach to how we pursue and win in the market.
What you’ll be responsible for
- This role also plays a critical part in strengthening Government panel effectiveness and driving revenue conversion from Vocus Government panels.
- The position is responsible for ensuring early opportunity qualification for panel fit, improving visibility of panel-derived revenue and conversion performance, and enabling targeted engagement with procurement stakeholders.
- A strong focus is placed on structured panel activation, stakeholder mapping across Government Agency procurement bodies, and establishing robust feedback loops to continuously improve panel engagement and win outcomes
- This role follows Vocus’s hybrid working pattern (two days per week in the office)
- Security clearance may be required to support Government opportunities; therefore, Australian Citizenship is preferred.

- Strong commercial and strategic mindset with ability to link opportunities to revenue outcomes
- Proven ability to lead and orchestrate cross functional teams in complex, matrix environments
- Confident stakeholder influencer, engaging at senior levels internally and externally
- Deep understanding of Government procurement and panel frameworks
- Data-led approach to funnel management, conversion and performance optimisation
- Strong governance discipline with ability to embed structured ways of working
- Commercially astute, balancing risk, investment and return.
Experience you’ll bring to the role
- 5+ years’ experience in deal governance, bid management, presales operations, strategic commercial role or similar
- Experience leading complex Government pursuits across cross functional environments
- Strong knowledge of Government panels and procurement processes
- End-to-end funnel management including qualification, prioritisation and conversion uplift
- Proven ability to engage with senior stakeholders and procurement bodies
- Experience delivering panel activation and account-based engagement strategies
- Track record of establishing governance, reporting and operating cadence
- Experience mobilising internal capability across the full pursuit lifecycle
- Demonstrated continuous improvement mindset and reuse of best practice.
