THE ROLE
The Senior Building Decommissioning Officer is responsible for managing and delivering the decommissioning of high-rise towers under the direction of the High-Rise Decommissioning Manager. This role requires a dynamic, flexible, and experienced professional with expertise in all facets of project management, including procurement coordination, technical advisory, and the development of robust stakeholder relationships to achieve key project outcomes.
The Senior Building Decommissioning Officer oversees site management and coordinates minor works contracts, engaging contractors to decommission critical assets as directed by the Decommissioning Manager. Key responsibilities include managing procurement processes, active contractor performance management, contract administration, budget and cash flow oversight, and comprehensive reporting.
Decommissioning deliverables for each tower will include:
- Strong Site Presence: Maintain a consistent and proactive presence on-site to monitor progress, ensure safety compliance, and provide immediate technical guidance to delivery teams.
- Stakeholder Management: Build and sustain collaborative relationships with internal and external stakeholders-including redevelopment, relocations, local housing, and community groups-ensuring clear communication and alignment on project milestones and expectations.
- Approach & Delivery: Lead the development of tower-specific decommissioning strategies and technical methodologies, overseeing the process from initial planning and asset isolation through to the successful delivery of decommissioning works.
- Contract Supervision: Collaborate with head contractors and responsive maintenance teams to supervise minor works contracts and ensure delivery standards.
- Advisory & Reporting: Assist in providing advice to stakeholders and support the preparation of high-level reports, ministerial briefs, cabinet submissions, and agency briefings.
ACCOUNTABILITIES INCLUDE
- Contribute to the full life cycle of projects to meet departmental objectives including:
- Assisting in research, analysis and implementation of projects based on defined outcomes and outputs.
- Supporting the development and delivery of projects or sub-projects and their successful delivery and completion within resourcing, timeline and budget parameters.
- Contributing to the monitoring and evaluation of projects to ensure departmental objectives are met.
- Establish and lead a strong site presence to govern works in progress, ensuring rigorous operational standards are upheld and providing high-level technical support and leadership to field-based teams.
- Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
