Primary objective
Provide strategic leadership for the Design and Technical Services branch, centralising architectural, engineering, and asset management
expertise to support government infrastructure delivery and maintenance across the Northern Territory. Set clear technical direction,
strengthen governance, and foster a culture of accountability and excellence. Lead core functions including asset data governance,
professional consultancy, design enabling construction, and strategic ICT modernisation. Actively engage in key committees to ensure
branch services are aligned with strategic outcomes. Ensure all services are delivered on time, within budget, and to modern, fit-for-
purpose standards.
Context statement
The Design and Technical Services branch oversees technical standards, project design, and engineering advisory services throughout the
asset lifecycle, focusing on modernising systems, enhancing professional capabilities, and fostering innovation to deliver resilient and
sustainable infrastructure outcomes. The Executive Director collaborates closely with government agencies, industry partners, and
stakeholders to advance whole-of-government infrastructure objectives, providing senior professional and technical advice across the
asset portfolio.
Key duties and responsibilities
1. Provide strategic leadership, technical direction, and ensure compliance for the Design and Technical Services branch, strengthening
governance frameworks and fostering a culture of accountability and high performance.
2. Lead and develop a high-performing multidisciplinary team responsible for asset data governance, technical standards, professional
engineering and architectural consultancy, design services, funding and strategic planning across the Territory, ensuring seamless
integration across the project and asset lifecycle and commitment to continuous improvements.
3. Lead the development, maintenance, and modernisation of technical standards, specifications, drawings, and ICT systems, ensuring
they are fit for purpose, centrally accessible, and support evidence-informed asset management and decision-making.
4. Drive change management initiatives to modernise legacy systems, improve data governance practices, and enhance operational
efficiency and communication across the branch and wider agency.
5. Manage the branch’s operational budget and oversee facilitation of design contracts for multi-million-dollar projects, ensuring financial
accountability and alignment with portfolio objectives.
6. Chair and participate in key committees and working groups, providing strategic input and fostering strong collaborative relationships
with government agencies, industry bodies, and regional stakeholders.
Selection criteria
Essential
1. Demonstrated executive leadership in providing strategic direction and managing multidisciplinary teams within architectural,
engineering, or asset management functions.
2. Proven experience in setting governance practices and embedding a culture of accountability and high performance.
3. Strong stakeholder engagement and relationship-building skills, with the ability to collaborate effectively with industry, government
agencies, and community partners.
4. Extensive knowledge and experience in engineering, ICT systems, architecture or built infrastructure programs, including project
design, technical standards, and asset lifecycle management.
5. Demonstrated ability to lead change management initiatives, uplift systems and processes, and drive operational efficiencies.
6. Excellent communication and interpersonal skills, with the ability to provide confident expert advice, build partnerships, and support
the delivery of complex infrastructure programs.
7. Tertiary qualification/s in a relevant discipline combined with relevant senior executive experience, or equivalent combination of
substantial relevant senior executive experience and education/training.
