Join a new Victorian public sector team as a Data Analyst, using data, reporting and financial analysis to support water management programs, improve decisions, validate payments and drive better outcomes.
About the role
This is an exciting opportunity to join a new unit focused on centralising private drinking water and wastewater management for eligible education facilities across Victoria, including schools, kindergartens and early learning centres.
As the Data Analyst (Finance, Data and Reporting), you will use data and reporting to support program delivery and informed decision-making. You will monitor performance and progress, check the accuracy of incoming data, and review service provider and contractor payment claims before payment. You will also analyse complex information and turn it into clear, practical insights that support action.
Reporting to the Manager, you will work closely with colleagues and stakeholders to improve internal processes, strengthen reporting, and support the successful delivery of the program.
This role will suit someone who enjoys working with data, solving problems, and contributing to meaningful public sector outcomes. You will bring strong analytical capability, sound judgement, attention to detail and clear communication skills, along with a strong customer service focus and the ability to build productive working relationships. You will be comfortable working independently, while also contributing as part of a collaborative team. Experience working in government would be well regarded.
This position may require visiting school sites during operating hours, therefore will require a valid Victorian Employee Working with Children Check and a current Victorian Driver's Licence.
This is a full-time 3 year fixed term position not beyond 30 September 2029.
Key responsibilities of this role include:

Provide data analysis and reporting to support strategic and operational decision-making.

Extract, interpret and present data from a range of sources to produce meaningful insights.

Assess and verify service provider and contractor payment claims against relevant requirements.

Ensure the integrity of program data by monitoring quality and resolving inconsistencies.

Support program performance and progress reporting through accurate and timely analysis.

Contribute to continuous improvement of internal processes, systems and reporting practices.

Develop high-quality reports, briefs and other written materials to support program delivery.

Liaise with education facilities, service providers and internal stakeholders to support effective service delivery.

Provide administrative and analytical support to senior program advisers and the Manager.

Qualifications and Experience

Demonstrated experience in data analytics, finance, and/or statistics to a high standard (required).

Demonstrated experience in similar role within government/or public service (highly desirable).

Excellent skills in using Microsoft Office software including Outlook, Word, Excel, Teams, PowerPoint, SharePoint and Power BI or similar reporting software (required).

Experience using Oracle Cloud or similar finance system (highly desirable).
Flexible Work Expectations
This role has hybrid working arrangements. For full-time employees, the department expects 3 days per week in the office, in line with the VPS Agreement 2024. This role follows those same operational requirements: 3 in-office days, 2 remote (if full-time).

About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs, and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants. With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Asset Management and Operations Division help government educational facilities maintain and manage their buildings and grounds. The Division delivers programs and systems to ensure educational facilities are routinely maintained and upkept. The Branches included in the Division are Maintenance Delivery, Asset Programs and Asset Operations.
Asset Operations Branch
The Asset Operations Branch is responsible for implementing and delivering programs that support Victorian government schools, kindergarten and early learning centres through Essential Safety Measures, School Cleaning, Kinder Facilities Management and support 24 government schools that are part of the Public-Private Partnership program.
