The Manager, Arc Platform Unit will lead the delivery and strategic transition of the Department of Education's Arc platform, overseeing project management, stakeholder engagement, and collaboration with IT and digital teams.
About the Department
The department provides a wide range of learning and development support and services. The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Curriculum and Teaching Practice Division (CTPD) is responsible for developing and supporting schools to implement the department's teaching and learning policies and providing curriculum implementation guidance to Victorian government schools.
CTPD draws on contemporary research and practice evidence to develop evidence-based teaching and learning policy reforms, co-design and implement initiatives to support schools to deliver high-quality teaching programs. CTPD has primary responsibility for providing advice and implementation support to government schools to deliver the Victorian Curriculum.
CTPD currently has four branches:

Across these branches, the key functions include:

developing and communicating policies and guidance in areas such as curriculum planning, pedagogy, assessment and reporting, curriculum implementation (including languages education, Holocaust education, literacy instruction, mathematics and numeracy education), and artificial intelligence

developing lesson plans and other classroom teaching and learning resources to support the implementation of departmental pedagogical settings and F-10 curriculum
-
designing and delivering high-quality professional learning to build teachers' professional expertise in key pedagogical and curriculum areas

developing and managing the Arc Platform and implementing high-quality teaching and learning software
-
fostering student, family and community engagement through programs like the Premiers' Reading Challenge, Books in Prep Bags, and community language school
About the Role
An exciting opportunity exists for a Manager, Arc Platform Unit to join the Mathematics, Science and Digital Learning Branch within the Department of Education on a full-time, fixed-term basis until 30 June 2028, with the successful applicant commencing in January 2027.
About Arc
Arc (https://arc.educationapps.vic.gov.au/home) is at the beginning of a planned 3-year transition from the current legacy .NET platform to a future CMS-based solution. The focus in 2026–27 is on discovery, planning and requirements development, while ensuring the existing platform remains fit-for-purpose and continues to support departmental goals and priorities.
Investment in 2026–27 will improve the current platform while progressively reducing operational dependency on developers. This will position Arc for a maintenance-focused operating model in 2027–28, allowing greater focus on detailed design, procurement and build of a replacement platform.
Key Responsibilities
The Manager, Arc Platform Unit will:

Work closely with IT and digital teams to support software development and future enhancements

Ensure a user-centric approach by incorporating UX/UI best pr actices

Engage with key stakeholders to manage expectations, gather insights, and drive project success.
Attributes
The ideal candidate will have:

Expertise and experience in leading IT projects within government or similar contexts

Strong knowledge of software development and digital technologies

Practical experience in agile project management methodologies

An applied understanding of UX/UI principles

Highly developed stakeholder engagement and communication skills.
Desirable Qualifications and Experience
Candidates must have relevant tertiary qualifications and experience in a related area.
