What is the role?

The OSI is a unique and rare operating environment bringing investigations, intelligence, digital forensic members and support staff from across the AFP, Commonwealth partners, state police agencies, and members recruited from private industry to investigate allegations of war crimes between 2005 and 2016.

The successful applicant will be employed under the following framework of conditions:

engaged for a 12 month period on a non-ongoing basis; and
OSI members are assigned to the Operations Working Pattern, attracting a 22% composite, subjected to conditions detailed in the AFP Enterprise Agreement;

Suitability for OSI employment will be assessed by a Selection Advisory Committee (SAC) and a decision will be made by the delegate.

What will you do?

The OSI DF Team Leader will be responsible for the leadership and management of a small team to ensure effective and efficient digital forensics support to OSI investigations.

This work may include:

Ensuring outputs are achieved within, and contribute to, the priorities of the OSI, including enhancing engagements with critical stakeholders;
Leading teams through the organisation, planning and delivery of OSI DF examinations, and analysis, including the use and management of complex eDiscovery platforms, management and handling of Derivative Use Information (DUI) and Legal and Professional Privilege (LPP);
Meeting court deadlines
Lead the establishment and sustainment of capabilities within the constraints of a classified environment;
Engaging and negotiating with leaders, investigators and other stakeholders (internal and external);
Developing team members and fulfilling a guiding, mentoring and advisory role;
Being accountable for responsible resource management;
Procurement and management of multi-million dollar software packages / licences;
Managing the research, planning, delivery and coordination of projects as determined by the relevant stakeholders in accordance with the agreed requirements, timeframes and budget;
Maintaining currency in subject matter and training expertise through ongoing professional development and learning opportunities outside the formal education process; and
Briefing and supporting the OSI Management teams.

Essential Requirements

You must be an Australian Citizen at the time of application.
A Negative Vetting 2 (Top Secret) security clearance or the ability to obtain one.
Demonstrate the core elements of the AFP Leadership Philosophy.
Proven ability to lead and manage a team to deliver frontline outcomes and evolve specialist capabilities with impact;
Demonstrated ability to interpret and manage complex issues as they pertain to OSI digital forensics and eDiscovery in a rapidly changing and complex law enforcement environment;
Proven ability to work collaboratively to achieve outcomes;
Exceptional written and verbal communication skills;
An appreciation of the AFP’s investigative, intelligence and quality frameworks and their application to science and the judicial environment;
Demonstrated experience, or aptitude in dealing with LPP and/or material obtained using coercive powers (DUI);
Have a proven appreciation for quality control;
Demonstrate an ability to interpret and manage complex issues as they pertain to OSI digital forensic, Digital Information Management and e-discovery in a rapidly changing and complex law enforcement environment.

Desirable Requirements

The following skills and/or experience would be highly regarded:

Demonstrated experience applying digital forensics and eDiscovery techniques to deliver frontline focused outcomes;
Demonstrated appreciation of other forensic disciplines, information management, disclosure, intelligence and their application to assist or enhance investigations; and
Proven resilience and ability lead in high stress environments.

Additional Information

This is an AFP Band 7 role.
This is a 12 month non-ongoing role.
This role is located in Sydney, NSW and applicants are expected to be based in Sydney.
This role attracts a composite allowance in recognition of expanded working hours, normal patterns of attendance and shift patterns (such as afternoon shifts, weekends and Designated Public Holidays) that are required under the Operations working pattern. In accordance with the AFP Enterprise Agreement, an employee who is required to work in accordance with the Operations working pattern will receive a Core Composite of 22% in addition to their base salary, which will count as salary for superannuation. The Commissioner has the authority to remove a composite from a role.
