Position Description - Civil Operations Planner

Purpose
The Civil Operations Planner is responsible for leading the planning, prioritisation and
coordination of Council’s civil maintenance programs across the civil asset network. The role
works closely with the Civil Audit Officer and operational teams to evaluate asset defects,
condition data and maintenance trends, translating this information into risk-based and
prioritised maintenance programs for delivery by internal crews and contractors.
The position exercises autonomy in determining maintenance priorities, treatment
methodologies and scheduling strategies across Council’s civil assets. The role contributes to
broader asset management and lifecycle planning activities through analysis of maintenance
trends, backlog management, defect recurrence and operational performance data,
ensuring maintenance programs align with Council’s service levels, asset management
objectives and operational priorities.
Key Deliverables
- Lead the assessment, prioritisation and planning of maintenance activities arising
from asset inspections, audits, defect identification and customer requests across
Council’s civil asset network.
- Develop, coordinate and maintain planned and reactive maintenance programs for
roads, footpaths, drainage, kerbing, traffic infrastructure and associated civil assets in
alignment with Council priorities, service levels and operational requirements.
- Coordinate maintenance scheduling, provide scope of works and work delivery
activities for internal crews and contractors, ensuring timely and effective completion
of maintenance works.
- Monitor and analyse defect trends, maintenance backlog, work program
performance and asset data to support informed decision-making, reporting and
continuous improvement initiatives.
- Maintain accurate and reliable asset, defect and work order information within
Council’s asset and work management systems.
- Provide specialist operational advice and support relating to defect management,
maintenance planning, asset condition and maintenance priorities.
- Contribute to asset management, lifecycle planning and maintenance strategy
initiatives through analysis of operational data, recurring defects and maintenance
performance trends.
- Build effective working relationships with operational teams, contractors and internal
stakeholders to support coordinated and efficient maintenance outcomes.
