In this role, you'll:
Join our Operations Support & Readiness team and play a critical role in building the capability and readiness of tunnel operations across NSW.
You will lead the development and delivery of training and competency frameworks specific to tunnel operations, ensuring teams are equipped to operate safely and effectively in complex, high-risk environments. You will connect learning to real-world tunnel conditions, supporting strong incident response, operational performance and continuous improvement across the network.
You will be part of a function where your work directly contributes to tunnel safety, operational readiness and the performance of critical infrastructure.
You will:
Support the design, development and continuous improvement of competency frameworks
Deliver training programs aligned to operations and legislative requirements
Develop and deliver scenario-based, operational training aligned to incident management and live tunnel conditions
Translate tunnel operational procedures into practical, usable training for control room operators and field teams
Design and facilitate simulator, desktop and field-based exercises reflective of real tunnel incidents
Deliver training and competency assessments across 24/7 operational environments, including participation in tunnel closures and exercises where required
Evaluate training effectiveness using operational data, incident insights and lessons learned to drive continuous improvement
Identify current and emerging capability needs to support a safe, competent and future-ready workforce
Partner with subject matter experts, stakeholders, contractors and external providers to deliver high-quality capability solutions
Maintain training and competency records, ensuring consistency, compliance and reporting accuracy across tunnel operations
Provide expert advice on tunnel-specific competency frameworks across the business.
This is a Permanent, Full Time position offering hybrid working options from our Transport Management Centre (TMC) at Eveleigh. Due to the operational and frontline training aspects of this role, working outside of standard business hours and occasional travel will be required.

About you
You are an experienced learning and capability specialist with a strong track record in developing and delivering training within tunnel, transport or similarly high-risk operational environments. Your expertise in instructional design, facilitation and program delivery enables you to create practical, engaging learning aligned to real-world operational demands.
Your experience in tunnel and motorway operations gives you a strong understanding of control room environments, incident response, escalation and emergency management protocols. You bring familiarity with systems such as OMCS/TMCS or similar control and simulator environments, allowing you to design training that reflects real operating conditions.
You are known for your ability to translate complex operational procedures into clear, usable training for operators and field staff. Your experience developing role-based competency frameworks and assessments ensures structured, measurable capability uplift.
You are highly skilled in designing and facilitating scenario-based, simulator and exercise-driven training that prepares teams for real incidents. You adapt your approach to suit a diverse workforce, from new starters through to experienced operators and leaders.
You are a confident collaborator who works effectively across complex stakeholder environments, including Government, project teams, maintainers and subject matter experts. You bring a strong understanding of WHS, operational risk and legislative requirements, alongside a continuous improvement mindset that uses operational data and incident learnings to strengthen capability over time.
The following essential criteria also applies:
- Certificate IV in Training and Assessment (or willingness to obtain in a short timeframe)
- Valid Australian driver’s licence
- Willingness to travel across NSW and work outside standard hours, including attendance at tunnel closures and operational exercises as required.
