The Opportunity

The Department of Parliamentary Services (DPS) is seeking a Parliamentary Service Level 6 Manager Training Delivery within the Security Operations Branch. In this role, you will lead the planning, coordination and delivery of high-quality, operationally aligned training programs across the Parliamentary Security Service (PSS). Your work will support operational readiness, strengthen workforce capability and ensure training delivery meets current and emerging operational requirements.

You will lead a team of skilled trainers by providing clear direction, coaching and support to maintain consistent and professional delivery standards. This includes managing performance, building capability within the team and contributing to a positive, accountable and values-based team culture. The role requires proactive leadership, sound judgement and the ability to respond effectively to operational needs.

This leadership role has a strong operational focus and is suited to someone who can work under limited direction, exercise sound judgement and take a practical, solutions-focused approach to learning delivery and workforce development. Working closely with operational leaders, internal and external stakeholders and the Training Development team, you will ensure training delivery aligns with organisational goals, operational priorities and adult learning principles. You will also support continuous improvement by reviewing feedback, adapting delivery strategies and contributing to the ongoing development of PSS staff.

Success in this role requires a positive approach to change, the ability to adapt quickly in a fast-paced environment and strong organisational and time management skills. You will be expected to manage competing priorities, meet operational deadlines and confidently represent the training function at a strategic and operational level.

The successful applicant will demonstrate strong leadership in coordinating training delivery, supporting and mentoring trainers and maintaining high standards of professionalism, accountability and safety. They will have proven experience delivering and assessing practical and theoretical training, developing lesson plans and schedules and implementing operational training packages that align with organisational requirements and operational realities. They will also be skilled in building and managing productive relationships with internal and external stakeholders to achieve shared outcomes, while contributing to a professional, customer-focused security culture consistent with the DPS Values and Code of Conduct.

Have demonstrated experience leading training delivery in a high-paced, operational environment
Have experience in leading a team, providing clear direction, coaching and providing support to ensure high standards of delivery, including managing performance, building capability and creating a positive team culture
Be responsible for maintaining high training standards, ensuring consistency in delivery and capability development
Have high-level time management, organisational and problem-solving capabilities
Demonstrate sound judgement and the ability to work independently with minimal supervision
Have well-developed written and verbal communication skills with experience preparing reports, internal reviews and business case proposals
Have a positive attitude toward change and the ability to lead others through shifting priorities
Understands adult learning principles and their application in practical training environments
Confidently engage with internal and external stakeholders and represent the branch in a professional manner

Job Specific Requirements

The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

The ideal candidate would currently hold or be willing to obtain the following nationally recognised qualifications:

TAE40122 - Certificate IV in Training and Assessment
TAE50216 - Diploma of Training Design and Development

Immediate Supervisor: Assistant Director Security Operations: Training, Delivery and Capability

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following:

Lead and manage a team to deliver high-level operational training to a large security workforce.

Manage relationships with internal and external stakeholders to achieve work area and agency goals.

Oversee training delivery; provide mentoring and feedback to other training staff. Contributing to a highly professional, customer focused security culture.

Undertake staff management responsibilities as required whilst you deliver training and conduct assessments.

Model and promote a healthy and safe working environment, incorporating ethical behaviour and practices consistent with the DPS Code of Conduct and DPS Values.

Capture and report on training statistics and processes, as required

Selection Criteria:

Proven ability and experience delivering and assessing practical and theoretical training to individuals and large groups.

Proven ability to develop and implement lesson plans, build training timelines and calendar schedules.

Proven ability to implement operational training packages effectively, ensuring alignment with organisational procedures and real-world applications.

Proven ability and experience in applying adult learning principles to training.

Knowledge and understanding of critical documentation such as relevant legislation, DPS policies, procedures and the Protective Security Policy Framework (PSPF).

Demonstrated ability to develop, mentor and support trainers through ongoing guidance, feedback and professional development, ensuring consistent delivery of high-quality training aligned with organisational standards and learner needs.

Salary

Currently, the salary range for this position is $101,168 - $113,706 per annum.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
