Facilitating vibrant carbon markets is a key plank in Australia achieving net zero emissions by 2050. The agency delivers a range of important policy initiatives to grow Australia’s regulated carbon markets and certify the integrity of low emissions production for international and domestic markets. These include supporting market interoperability with our new Unit and Certificate Registry, the Guarantee of Origin Scheme, implementing a new carbon unit for use by Australia’s largest emitters and the reformed Safeguard Mechanism.
The role of the Carbon Markets Branch is to provide authoritative, evidence-based insights on economic carbon markets to support effective outcomes for the schemes the CER administers, and to provide strategic policy analysis and support for the agency. The branch objectives are to:

Provide economic, market and policy advice, support, or action on complex scheme implementation.

Influence the design of potential new schemes or policies to ensure they are market friendly as well as workable and enforceable.

Increase confidence in the carbon and renewable energy markets by highlighting the market opportunity of our schemes including understanding the international context.
The Environmental Markets Analysis section:

Delivers authoritative, evidence-based insights on economic environmental markets, specifically the Australian Carbon Credit Unit and Nature Repair Market Schemes, and the Safeguard Mechanism. The section does this by combining quantitative and data analysis with insights from market and scheme participants and other expert stakeholders into insightful and engaging communications including regular public reports.

Provides high quality, insightful analysis and data for CER’s flagship market intelligence publication, the Quarterly Carbon Markets Report, and a range of other reports and products including (but not limited to); Australia’s Emissions Projections, Senate Estimates, and quarterly performance reporting.
Reporting to the Manager of the Environmental Market Analysis section, we are looking for a dynamic Assistant Manager to lead an analytical team delivering high quality, policy-relevant quantitative analysis and modelling. This is a unique opportunity to shape the agency’s economic analysis capability, working with sophisticated tools and technology in a data-rich environment to deliver insights within the agency and externally.
The duties of the position are to:

Deliver quality and influential advice, insights and content on Clean Energy Regulator schemes and the carbon market, including through publications, briefs, presentations and data visualisations.

Proactively engage with clients and stakeholders to gain a range of market perspectives.

Manage and develop 2-5 APS-level team members to deliver complex data analysis and modelling to support insights into Clean Energy Regulator schemes.

Lead and deliver strategic projects.

Work in a highly collaborative way with branches across the CER to identify trends, market intelligence and report on the performance of the Clean Energy Regulator’s Schemes, and enhance the agency’s ability to use scheme and other data to inform the agency and market participants.

Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
- Experience and/or qualifications in economics, finance or quantitative analysis are highly desirable.

Experience in, or ability to lead teams to deliver complex data analysis.

Experience in communicating complex matters and market trends simply and with influence is highly desirable.
