Salary range: $133,348-$146,945 + superannuation and leave loading
Duration: temporary full time role for up to 12 months
Location: Hybrid with an in-office requirement 2 days a week in Sydney, McKell. This may be subject to change in line with DCS workplace policies
Join the NSW Telco Authority’s Commercial team to drive high-impact procurement and contract management initiatives that support critical communications for emergency services.
This role offers the opportunity to shape complex commercial outcomes, lead end-to-end sourcing, and partner with stakeholders to deliver value across large-scale government programs.
About the team
This role sits within the Commercial team in the NSW Telco Authority.
Working in the Program Delivery Commercial team, the role will be responsible for developing, actioning and managing end-to-end procurement and contract management activities across the full lifecycle. This includes planning, sourcing and managing procurement processes to effectively meet organisational and business objectives, establishing contracts, managing change, negotiating variations and monitoring supplier performance.
Your responsibilities will include

Lead end-to-end procurement and commercial activities for complex telecommunications and program delivery categories to achieve value-for-money outcomes.

Develop and implement sourcing and commercial strategies that align with NSW Government procurement requirements, category frameworks and business objectives.

Undertake business needs assessments, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.

Plan, coordinate and lead RFx and other sourcing activities to establish supply arrangements that meet operational, commercial and stakeholder needs.

Provide expert commercial and contractual advice to senior stakeholders on procurement strategy, risk, value optimisation, contract structures and delivery options.

Develop, administer and maintain contract management plans, including contract governance, compliance obligations, change management and variation processes.

Monitor supplier and contractor performance, manage delivery risks and maintain effective supplier relationships to support strong business outcomes.

Work collaboratively with internal and external stakeholders to resolve commercial issues, support decision-making and ensure procurement and contract management activities are delivered effectively.

To be successful in this role you will have
-
Demonstrated experience leading procurement, contract management or commercial activities, ideally within complex government, infrastructure, telecommunications or technology environments.

Strong understanding of procurement principles, contract development, supplier management, governance requirements and value-for-money decision-making.

Sound commercial acumen, including negotiation, contract interpretation, risk assessment, issue resolution and compliance with relevant policy and legislative obligations.

Proven ability to prepare high-quality procurement documentation, commercial reports, briefing materials and presentations for a range of stakeholders.

Ability to analyse information, assess options and provide clear, evidence-based advice to support procurement, contract and commercial decisions.

Highly developed stakeholder management skills, with the ability to build effective relationships, influence outcomes and work collaboratively across multidisciplinary teams.

Ability to work independently, manage competing priorities and adapt to changing requirements in a fast-paced delivery environment.
Experience working in a government procurement or contract management environment, or with technical, infrastructure, telecommunications or construction-related contracts, will be highly regarded.
