The Department of Justice and Community Safety is seeking a Senior Officer, Control Coordination and Governance to provide a critical role within Emergency Management Victoria.
About the Business Unit
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria.
EMV drives the integration of policy, strategy, operational coordination, sector specific technology, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary & Chief Executive, and Emergency Management Commissioner, and includes oversight of statutory entities and offices and the department's emergency management accountabilities
EMV has legislative responsibility for managing the State Control Centre (SCC), Victoria's primary control centre for managing emergencies. It comprises a Watch Desk, which provides a base service and operates 24 hours a day, 7 days a week, 365 days a year, and stewardship teams that are functionally aligned to the Australasian Inter-service Incident Management System (AIIMS) framework and principles. Stewardship teams focus on sector-wide governance, coordination and engagement, capability building, strategic planning and continuous improvement. They also support internal SCC business and provide core operational support to the SCC, as needed.
The Control, Coordination and Governance team supports the Emergency Management Commissioner (EMC) and the State Response Controller (SRC) in exercising their operational and statutory roles, functions, and accountabilities by providing administrative and executive support. The team also supports the SRC in determining readiness requirements and to ensure that State Emergency Arrangements are effectively implemented across the state for Class 1 and 2 emergency readiness and response. The team also manages and supports relevant multi-agency governance arrangements on behalf of the EMC and SRC.
The team also provides stewardship of the state arrangements for the Control function, including through SRC and Regional Controller (RC) development and coordination and managing the triggers for SCC activation
About the Role
The Senior Officer, Control Coordination and Governance supports the governance and control functions of the SCC and EMC by coordinating the effective application of State Emergency Arrangements. The role is responsible for assisting in the implementation and application of governance frameworks and control arrangements. The position supports stakeholder engagement and multi-agency governance and control arrangements, with support from the Lead Officer, Control and Coordination.
The role requires you to participate in the SCC's emergency management arrangements, including being placed on standby in accordance with the VPS Enterprise Agreement 2024; this may include being recalled to work during the standby period. Standby is scheduled outside ordinary business hours.
You will also be required to undertake emergency management roles in the SCC and other locations as required, and commensurate with relevant training and endorsements.
Some of your duties will include:
- Support governance and control arrangements through record keeping, documentation and preparation of briefings and reports.
- Assist in coordinating and applying State Emergency Arrangements, including review and reporting on operational readiness and control compliance.
- Support the coordination of multi-agency control governance forums and working groups, including providing analysis and advice to the Manager, Control, Coordination and Governance and managing capability for State Response and Regional Controllers.
