THE ROLE
The Communities and Families Transformation Program (CFTP) is a large-scale service transformation program that will replace legacy case management systems and deliver modern tools to approximately 10,000 users across nine program areas in the Department of Families, Fairness and Housing (DFFH) and the Department of Justice and Community Safety (DJCS). The program will also deliver improved case management and reporting capabilities to Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs). The program will redesign how services are delivered to improve efficiency and outcomes while enhancing compliance and data privacy and security.
The first tranche of work, spanning three years will deliver: replacement of IRIS (the legacy sector case management and reporting system); service design for Child Protection; and complete foundational technology design and build and procurement. Key foundational elements will include capacity to securely store and share information practitioners need to support case planning and service delivery. The program will seek to design reusable technology assets that can be deployed across government.
Future tranches of work will be subject to completion and acceptance by government of subsequent business cases - building on tranche one outcomes to allow progressive completion of the program before legacy systems must be decommissioned.
The Workforce Manager role provides a critical function supporting the Manager, Procurement and Governance in the coordination of contracted providers and labour hire staff who have been engaged by the department for the delivery of key objectives to meet the department's requirements for transformation and enhancement of ICT assets. The Workforce Manager will be required to ensure management and oversight of procured providers to ensure they operate within budget, deliver within scope of purchased services, and ensure access to appropriate governance forums and to enable timely decision making and completion of activities.
The Workforce Manager will be expected to work in close collaboration with Corporate and Delivery Services (CDS) to ensure that all workforce responsible for technology design and system enhancement have access to the required resource, funding and delegation to create strong partnerships across the full life cycle Communities and Families Transformation. The role will be required to undertake matrix mapping of key activities and procured services to ensure they meet the requirements of the program and its key objectives with a systems focused approach which prioritises quality service builds within budget.
The Workforce Manager will be expected to work closely with the Senior Finance Officer to ensure accurate monitoring of program expenditure, provide advice and report on financial positions, coordinate analysis of financial data, and provide commentary on variances or trends observed in financial information which may impact procurement and labour hire staff. The role will be expected to manage departmental funding systems, including maintaining best practice process integrity and systems.
The role requires balanced judgement of a range of financial and non-financial factors, taking into account the total benefits and costs over the life of the goods, services or works procured, environmental, social and economic factors, and any risk related to the procurement process. The role will require monitoring and evaluation of vendor processes and require strong partnership with contracted service providers to ensure timely and high-quality products.
ACCOUNTABILITIES INCLUDE
- Oversee local delivery of integrated, multidisciplinary services that provide holistic client outcomes and ensure they meet statewide departmental and government objectives, budget considerations and community expectations.
- Maintain a comprehensive understanding of issues impacting the department's clients and investigate and lead critical projects that develop and review policies, professional standards and operating practices to enhance service delivery, budget effectiveness, efficiency and improved client outcomes.
- Forge strong connections across the department and with external stakeholders, and collaborate on the strategic design and development of departmental objectives that impact statewide or significant localised service delivery to ensure effective, efficient and coordinated services are provided for all clients.
