In this role, you'll:
Reporting to the Director Portfolio PMO, the Senior Manager Cost and Change Control is a fixed-term role through to June 30, 2032, leading cost management and change control across major Sydney Metro projects. The role will strengthen governance and financial accountability by overseeing cost planning and performance, maintaining project baseline integrity, and driving transparent, auditable processes that support effective decision-making throughout the project lifecycle.
Working closely with senior leadership, you will provide expert guidance on cost management and project controls, driving best-practice standards, consistency, and successful project outcomes across Sydney Metro’s portfolio.
Key accountabilities include:
Lead Cost Management and Governance
Oversee the development, monitoring and control of project cost plans, ensuring strong financial governance, baseline integrity, and value-for-money outcomes across the portfolio.
Drive Consistent Cost and Change Control Practices
Ensure the consistent application of cost management and change control frameworks, methodologies, and industry standards across projects to support effective decision-making and project delivery.
Provide Strategic Oversight and Advice
Deliver expert guidance on cost planning, estimating, change management, and project controls, ensuring alignment with statutory, legislative, design, and construction requirements.
Enhance Performance, Efficiency and Portfolio Value
Analyse and improve systems, processes and procedures to identify efficiencies, strengthen project resilience, realise value enhancement opportunities, and achieve best-for-project outcomes.
Lead Continuous Improvement of Change Control Processes
Develop and maintain a transparent, auditable, and lifecycle-aligned change control framework, conducting reviews, embedding lessons learnt, and driving consistency across Sydney Metro and Transport portfolios.

About you
You bring extensive experience managing cost in dynamic, complex, multi-contract project environments, with a strong track record of developing and implementing robust governance, cost control and assurance frameworks for major infrastructure programs.
You have successfully managed and controlled complex project cost plans across multidisciplinary projects, ensuring financial integrity, effective change control, and the delivery of value-for-money outcomes. Your experience includes overseeing large-scale infrastructure projects with multiple delivery partners and contractual interfaces, providing strategic advice on cost management, risk, and project controls.
You maintain a strong understanding of emerging industry trends, government policy, statutory requirements, and best-practice approaches, ensuring projects remain aligned with organisational and stakeholder expectations
