About The Role
The Department of Creative Industries, Tourism, Hospitality and Sport (DCITHS) is seeking a motivated and collaborative Culture and Capability Project Officer to join the Hospitality & Racing division.
This role plays a key part in shaping organisational culture and supporting workforce capability across a diverse regulatory environment. You’ll contribute to and support the design and delivery of culture, values and ethics initiatives, and help embed capability priorities so they are understood, adopted and applied in practice.
You’ll help connect our people to the purpose of our work - supporting a vibrant, safe and responsible hospitality, liquor, racing and gaming environment for communities across NSW.
In this role, you’ll contribute to and support the delivery of practical engagement and culture initiatives that strengthen staff connection, support regulatory professionalism, enhance onboarding and recognition experiences, and help initiatives land effectively across the workforce. You’ll work closely with leaders and subject matter experts to translate intent into clear expectations and meaningful day-to-day practice, contributing to a culture of collaboration and regulatory excellence.

Essential Requirements
- Tertiary qualification in a related discipline and/or equivalent professional experience.
- Appointment and ongoing assignment may be subject to satisfactorily meeting pre-employment and ongoing probity screening to meet the integrity standards set out in section 14 of the Gaming and Liquor Administration Act 2007.
About You
You enjoy working at the intersection of culture, engagement and workforce capability in complex environments.
You understand how culture, values, ethics and engagement approaches influence behaviour and confidence, and how capability initiatives succeed or fail depending on how well they are embedded in practice. You’re comfortable translating technical or regulatory concepts into clear, practical approaches that resonate with diverse roles and contexts.
You will bring:
- An understanding of regulatory, government or similarly complex environments, and how engagement and change approaches support effective regulatory practice
- Experience contributing to or supporting the design and delivery of culture, values, engagement or workforce change initiatives
- Strong plain English communication skills, with confidence supporting or co-facilitating activities such as workshops, forums, onboarding or workforce engagement sessions
- Experience using workforce insights (such as PMES results, surveys or feedback) to inform actions and improve workforce experience
- A collaborative mindset, strong relationship building skills and the ability to manage competing priorities
