Macquarie University is embarking on a significant program to transform how it manages records and information across the institution. The Office of General Counsel is establishing a new Records and Information unit, and we are seeking a Program Lead, Records & Information Governance to guide this important work from the ground up.
In this fixed-term role, you will lead the review of the University's Records and Information Governance function, identifying a future-state enterprise-wide Records Management Framework, operating model, governance structures, legislative compliance, including retention and destruction, and system configuration. Your work will materially reduce institutional risk, enable compliant digital transformation, and position Macquarie University with a sustainable records governance framework for the future.

About the Role
Reporting to the General Counsel, you will provide enterprise ownership of the University's Records and Information Governance framework and lead the Records & Archives Review and Transformation Program through to business-as-usual operations. Your key accountabilities will include:

Providing strategic leadership and enterprise ownership of the University's Records and Information Governance framework, ensuring compliant, consistent, and sustainable management of information across its lifecycle that integrates with other data governance initiatives.

Leading the Records & Archives Review and Transformation Program, including scope definition, planning, resourcing, delivery, and reporting, to establish a future-state records and information governance operating model in collaboration with other data and IT initiatives.

Establishing and maintaining governance, assurance, and risk management frameworks for records, information access, and statutory compliance, and providing high-quality advice, briefs, and reporting to the General Counsel and senior leadership.

Designing the future business-as-usual records and information governance function, including role definitions, capability requirements, operating procedures, and transition plans.

Leading the development and implementation of records classification, retention, metadata, and disposal frameworks, and overseeing system uplift, digitisation, and legacy migration.

Ensuring alignment and integration between records management, privacy, GIPA/FOI, data governance, and system governance processes to manage information risk holistically.

Guiding organisation-wide change to uplift recordkeeping and information access capability through training, guidance, communications, and engagement.

Providing guidance and direction to staff supporting records coordination and statutory access functions, establishing clear workflows, expectations, and escalation pathways.

Monitoring performance, trends, and systemic issues in records management and statutory access activity, using insights to improve compliance, efficiency, and risk outcomes.
You will also directly guide a small team, including the GIPA and FOI Manager and the Records and Information Coordination Officer, and work closely with ICT leadership, privacy and compliance functions, Chancellery, Faculties, and portfolios.
About Us
The Office of General Counsel consists of five focus areas: Legal Services, Corporate Governance, Archives and Records/GIPA, Compliance and Privacy, and Internal Audit. The University operates in a highly regulated environment, where practical, University-wide governance, central oversight, and reporting are essential to assure Council, the Audit & Risk Committee, and the Executive of the University's performance.
About You (Selection Criteria)
You are an experienced records and information governance practitioner who enjoys building capability from the ground up and creating frameworks that last. You bring a track record of guiding complex programs to completion and helping diverse stakeholder groups reach shared outcomes.

Demonstrated experience establishing or transforming a Records Management, Information Governance function, or comparable function in a large, complex organisation, including guiding program delivery within a fixed timeframe.

Experience with systems enablement, including M365 governance, Purview retention, SharePoint architecture, and EDRMS uplift.

Demonstrated ability to design and implement classification schemes, retention schedules, metadata models, and governance frameworks from the ground up.

Experience establishing new governance and operating models, including standing up new functions or greenfield capability.

Change management experience across training, engagement, and adoption.

Ability to manage complex multi-stakeholder environments, build consensus where required, and work flexibly alongside other initiative leads (such as the Chief Data Officer).
