Primary objective
Provide expert advice and support to client agencies; lead the delivery of a suitable framework for online services to ensure
business continuity for NT Government (NTG) digital forms environment (internal and external), aligned to whole of government
and national standards.
Context statement
Digital Solutions work with client agencies to deliver innovative solutions that improve the quality and efficiency of government
services to provide and enhance customer experience for citizens and business transacting with government. The work

Key duties and responsibilities
1. Provide expert advice and support in regard to digital services design and development.
2. Lead the delivery of a best practice framework for the development and management of online digital services.
3. Lead the design and delivery of online digital services, including rules of use, ensuring online resources are designed and
developed to meet the needs of the user.
4. Effectively manage the external contractors engaged to build digital components to ensure client needs and required standards
are met in a timely manner.
5. Manage the delivery of priority work, including resources (including business analysts), as determined by the Department
including.
6. Engage with key stakeholders to coordinate change management activities associated with forms and digital service
development.
7. Use reporting and testing activities to ensure design and development issues are identified and resolved.
8. Establish and maintain strong working relationships with client agencies to effectively promote the use of applicable web
standards and policies and project manage development projects including management of service providers / suppliers.
9. Develop and maintain productive working relationships with colleagues, role modelling a high standard of integrity,
confidentiality and professionalism and providing leadership to a team of Business Analysts.
Selection criteria
Essential
1. Proven high-level experience with digital form design, user experience processes including research, information architecture
and interface design resulting in user-centric content and digital platforms that meet required standards.
2. Demonstrated experience-leading teams in delivering required business outcomes and complex design projects.
3. Strong skills in project management, business analysis and leading and facilitating usability testing activities.
4. Well-developed knowledge of contemporary web-based products, user experience, technical specifications, operating systems,
model and web standards preferably with experience relevant to a government context.
5. Exceptional interpersonal and influencing skills with proven skills in oral and written communication, relationship building and
stakeholder engagement.
6. Demonstrated work ethic and attitude which emulates DCDD values of Commitment to service, Innovation, Ethical practice,
Accountability, Impartiality, Diversity and Respect.
Desirable
1. Qualifications in relevant discipline e.g., Bachelor of Information Technology or Communication Design or equivalent.
2. Knowledge of design systems, form design etc.
