The Senior Data Analyst, Early Childhood Education Delivery Services is a key member of the Product Team within Delivery Services, working collaboratively to define, shape and validate digital solutions through data-driven insights. The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division (IMTD) guides the Departments' digital capability and is leading digital transformation for the Department including Victorian government schools. The division architects manage and support the largest technology network in Victoria, which has a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.

This position sits in the Early Childhood Education Digital Services Branch. A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).

The Senior Data Analyst, Early Childhood Education Delivery Services is a key member of the Product Team within Delivery Services, working collaboratively to define, shape and validate digital solutions through data-driven insights. The role focuses on translating business and user needs into actionable data analysis, supporting solution design, prioritisation and delivery outcomes. The Data Analyst partners closely with product owners, delivery leads, architects, engineers and business stakeholders to ensure solutions are informed by high-quality data, sound analysis and sector context.
Key Responsibilities
- Partner with delivery teams to define data-informed solutions that align with strategic, policy and user outcomes.
- Analyse complex datasets to identify trends, risks, anomalies and opportunities that inform solution design, and delivery decisions.
- Translate business problems, policy intent, and operational needs into clear analytical questions and data requirements.
- Support product discovery and delivery phases by validating assumptions, defining measure of success and assessing impacts.
- Contribute to solution design by providing data insights that inform business rules, workflows and system behaviour.
- Work with architects, engineers, and integration teams to define data models, transformations and data flows across systems.
- Assist in the definition, validation and testing of business rules, including decision logic implemented through rules engines.
- Produce clear, consumable analytical outputs for technical and non-technical audiences.
- Support data quality assurance by identifying data integrity issues and working with delivery teams to remediate root causes.
- Ensure data analysis aligns with sector-specific regulatory, funding, reporting and compliance requirements.
- Contribute to continuous improvement of data practices, standards and analytical capability.
- Collaborate across multidisciplinary teams to ensure data considerations are embedded throughout the delivery lifecycle.
Attributes
Technical expertise.
- Stro ng experience in data analysis, modelling and interpretation within complex delivery environments.
- Proven experience working with Azure data services, including Azure synapse, data factory and SQL.
- Familiarity with IBM Operational Decision Manager (ODM) and supporting business rule analysis and validation.
- Experience with Informatica for Master Data Management capabilities.
- Ability to define and interpret business rules, calculations and logic derived from policy or operational requirements.
- Strong SQL skills and experience with large complex datasets.
- Experience producing analytics artefacts such as dashboards, reports and data visualisations to support decision making.
Desirable Qualifications and Experience
Essential:
- Minimum five (5) years overall current and hands-on development/integration/administration experience.
- Minimum five (5) years of current and hands-on experience with complex SQL and high-volume databases and SQL Query performance tuning.
- Minimum three (3) years demonstrated experience with Informatica Master Data Management, Informatica ETL and Informatica Customer 360.
- Proven experience in presenting complex data strategies or challenges to senior executives in a non-technical manner with a focus on business outcome or impact.
- Experience of a hands-on role through the full data lifecycle of design, development, delivery and ongoing support. Including an understanding of technical and data product management.
- Proficiency in ETL (Extract, Transform, Load) processes for moving and transforming data between systems.
- Strong analytic skills related to working with structured and unstructured datasets.
Desirable:
- Tertiary qualification (ideally in Computer Science, Software Engineering, IT).
- Direct experience in the implementation of Master Data Management (MDM) systems
- Experience with IBM Operational Decision Manager
