North Melbourne Primary School is one of the few schools close to the CBD. The original school was established in 1874. It backs onto Flemington Road, the boundary between North Melbourne and Parkville. The Royal Children's, the Women's and Royal Melbourne Hospitals are located nearby. The school has easy access to the facilities and space of Royal Park.
To cater for significant enrolment growth over the coming years, an innovative new vertical campus for North Melbourne Primary School opened in 2023. The Molesworth Street campus caters for P-2 (Junior Campus), while the current Errol Street Campus caters for Years 3-6 (Senior Campus). The two campuses work collaboratively with students having the opportunity to visit each site for enhanced learning opportunities.
The student community of 800+ students reflect the cultural diversity of the surrounding neighbourhood, including North and West Melbourne, Parkville, and the CBD. There are approximately 45 different nationalities represented across the school community.
The school has a dynamic leadership team consisting of a Principal; Assistant Principals; and Literacy, Numeracy and Technology Learning Specialists, and Wellbeing Leading Teachers. This model is designed to provide stability and structure across both campuses.
The school is divided into eight Professional Learning Teams, seven of them teaching from Prep to Year 6; each team working collaboratively to provide a curriculum that is based on a solid foundation of literacy and numeracy. The Specialist Team delivers comprehensive specialist programs in Visual and Performing Arts (Music and Drama), Physical Education and Science.
The Stephanie Alexander Kitchen Garden program provides students with experiences in planting, harvesting and cooking healthy meals with much of the produce coming from our vegetable garden.

OSHC Service Profile
Biz- E- Kidz, the Out of School Hours Care at Errol Street North Melbourne Primary School, operates from the `Outside School Hours Care Building (adjacent to the gym) of the Errol Street Campus and Level 1 of the Molesworth Street campus. Biz-E-Kidz runs before and after school care, school holiday programs, and pupil free day care.
Currently Biz - E - Kidz runs After school care for Seniors (Grade 3 - 6), Juniors (Prep -2) and before school care and holiday programs for all children (grade prep - 6) from the Errol Street campus, and after school care for Prep's from the Molesworth Street campus
The service has access to the gymnasium and other spaces for homework, quiet play and provide other play options, particularly on wet, stormy or hot days. A wide range of structured activities are available for children every day. Children have access to the outside playground, other areas in the schoolyard, art/craft activities, cooking activities, a quiet area and lots of indoor games and sporting equipment.
Although Biz-E-Kidz is run within the school grounds and uses the school buildings, the service is self-funded and derives no money from the school budget allocation. Thus the service relies entirely on the fees received from the users of the Program, together with any available grants, for the ongoing administration, purchase of equipment, food and materials and payment of staff. Budgets and fees are based on user-pays. The service operates as a not-for-profit organisation, budgeting on any profit being spent on improvements in future years.
The Errol Street Primary School Outside School Hours Care service was established in 1977. Within the school community it has been referred to as Biz-E-Kidz since May 2004.
In 2025, Biz-E-Kidz underwent a routine assessment and rating under the National Quality Framework and achieved an overall rating of `Meeting'

SC1. Demonstrated experience and skills in managing the strategic planning, operational delivery, evaluation and continuous improvement of an Outside School Hours Care (OSHC) service.
SC2. Demonstrated capacity to lead compliance with the Education and Care Services National Law and Regulations, the National Quality Framework (NQF) and Child Safe Standards, including responding to regulatory assessments and driving service ratings toward Exceeding.
SC3. Demonstrated capacity to supervise, develop and performance-manage a team of educators, including the design and implementation of procedures, guidelines and professional learning relevant to the work area.
SC4. High-level oral and written communication skills, including the ability to provide clear, timely advice to the Principal, leadership team and School Council, and to liaise effectively with families, regulatory authorities and external service providers.
SC5. Possess the technical knowledge and expertise relevant to the position, including comprehensive understanding of the National Quality Framework, the My Time Our Place (MTOP) framework, and business management of a self-funded OSHC service (including budget preparation, Child Care Subsidy (CCS) administration, and financial analysis and reporting).

Attendance requirement for this position is full-time (5 days per week). Span of hours and rostering arrangements (including any split shifts and non-contact administrative time) will be negotiated with the Principal and will be scheduled to span the service's hours of operation (between 7:00am and 6:00pm).
The successful candidate will be required to work during the school holidays where the service offers vacation care. The successful candidate will be paid leave purchase allowance to compensate for time worked over the school holidays, and their additional paid leave will be reduced accordingly.
The OSHC service will close between the last day of school and the New Year period. The OSHC Manager will not be required to work during this period.
Range 4 is distinguished by broader management responsibility, particularly in the areas of finance, human resource and other support functions. Range 4 is responsible for managing a range of functions under a wide range of conditions, subject to the size and complexity of school operations.
Objectives will, generally, be clearly defined; guidelines will be broad and day-to-day direction minimal. Management responsibility extends to ensuring appropriate support levels are maintained across the school. Range 4 generally provides key support and timely advice to the leadership team and school council and liaises with the general school community, the Department and other government agencies and service providers.
Specialised professional roles will carry a high level of independence and accountability where suitable scope is provided to achieve objectives.
An education support class position supports the educational services being provided to students, but must not include duties of teaching as defined in clause 2.6.1 of the Education and Training Reform Act 2006 (Vic) or its successor. Supervision of students cannot be required except where it is an integral part of the employee's position or involves supervision of students individually or in small groups, in controlled circumstances, where the responsibility for students remains clearly with a teacher.
As the OSHC Manager, you will hold full management accountability for the OSHC service, including its educational program, workforce, finances, safety, compliance and continuous improvement. This position reports to the Principal.
Strategic & Operational Leadership

Lead the strategic direction, planning and continuous improvement of the OSHC service, including the development and execution of the service Quality Improvement Plan (QIP) and Statement of Philosophy.

Manage all aspects of day-to-day operations across before school care, after school care, vacation care and pupil-free day care, ensuring high-quality outcomes for children and families.

Lead and personally manage sessions of care as required, modelling exemplary educator practice.

Identify, assess and mitigate operational, child-safety and OHS risks; maintain a service risk register; and lead the implementation of corrective actions arising from internal reviews, incidents or regulatory assessments.

Provide regular, structured reports and timely advice to the Principal, School Council and the OSHC Sub-Committee.
Educational Program & Quality

Lead the development, implementation and evaluation of an engaging, age-appropriate educational program aligned to the My Time Our Place (MTOP) framework and the service philosophy.

Financial & Business Management

Prepare and manage the annual OSHC budget, including forecasting, monthly monitoring, variance analysis, reporting and end-of-year acquittal.

Develop and implement strategies to ensure efficient use of resources, including procurement, asset maintenance and inventory management.

Make recommendations on fee-setting, growth, capacity planning and reinvestment of surplus to ensure the ongoing financial sustainability of the self-funded service.

Manage Child Care Subsidy (CCS) compliance, claims and reporting, including debtor management and audit readiness.

Interpret and analyse attendance and financial data to report on operational efficiency and to inform decisions and recommendations.

To be considered for this position, applicants must have:
A current (Employee) Working with Children Check (WWCC); and
A Diploma in School Age Education and Care, Diploma/Advanced Diploma of Children's Services, Diploma in Out of School Hours Care, or other ACECQA-approved equivalent; or other relevant teaching qualifications (e.g. VIT registered teacher); or
Extensive demonstrated experience and knowledge in managing a successful Out of School Hours Care program, including under the National Quality Framework.
Desirable
Bachelor degree or higher in Early Childhood Education and Care, Primary Education, Social Work or a related discipline.
Current Senior First Aid, CPR, Anaphylaxis and Asthma management training as prescribed in the Education and Care Services National Law Act 2010.
Current Food Handling Licence or willingness to obtain one.
PRODA registration, or willingness to apply for one.
Experience with OSHC administration software (e.g. Smartcentral, NQAITS) and Child Care Subsidy systems.
Demonstrated experience leading a service through an Assessment and Rating process under the NQF.
