The Senior Finance Officer leads the provision of high-quality financial analysis to effectively support the management and reporting of the budget and expenditure of the Authority. This is a fixed term, full-time role till 30/06/2027.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.
About the Role
The Senior Finance Officer holds strong analytical capability to identify trends and consult with stakeholders on recommendations to optimise financial performance and compliance. They also have experience in government financial frameworks and policies, including reporting with impact to a wide range of audiences. (SRIMS)
The key responsibilities of the Senior Finance Officer include:

Supporting the Manager to effectively develop and manage the budget and expenditure of the Authority, including monitoring, financial analysis, and reporting.

Prepare strategic analysis to support the Authority through the annual State Budget planning process.

Monitor and update internal budgets and funding allocations through AXIOM.

Coordinate annual processes such as the Mid-Year Review, Commitment Reporting and Year-End Carryover.

Prepare monthly meeting packs and financial commentary for Senior Leadership.

Maintain the project management costs model and prepare the monthly distribution of project management costs to capital projects.

Contribute to the significant reporting agenda of the Authority by developing and providing transparent, innovative and illuminating financial reporting and analysis for the benefit of the public, the organisation and Government.

Drive continuous improvement to lift the quality of all financial processes and outputs in line with accounting standards, best practice and audit advice.
Attributes
We are looking for someone who brings:

Demonstrated experience in using Oracle financials, AXIOM or similar finance systems

Experience in government financial frameworks and policies.

Advanced knowledge and application of business tools within a finance context, particularly with the use of Microsoft Excel including pivot tables, advance formulas and handling large volume of data sets

Demonstrated ability to communicate complex ideas with clarity and impact to diverse audiences

Proven ability to plan and prioritise effectively, showing initiative and capacity to collaborate across different teams

High level of integrity and accountability, including respect for your colleagues and your work

Ability to identify and propose workable solutions to proble ms
Desirable Qualifications and Experience
Mandatory:
Bachelor's degree in Finance – Accounting
Membership to CPA, CA or equivalent
Desirable: Experience with Microsoft Power BI will be highly regarded
